Job TitleBranch ChiefJob DescriptionDuties:Serves as a Branch Chief supervising employees involved in the application of accounting practices to a wide variety of accounting and/or audit actions.Identifies financial trends within an HQDA Organization/Command level with diverse financial portfolios.Coordinates with various internal and external organizational Resource Management personnel to resolve accounting anomalies, variances, and/or balances.Responsible for the evaluation of accounting systems/interface anomalies that support the organization's mission.Requirements Conditions of employment:Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.Incumbent subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.This position requires a one year probation to assess your ability to perform supervisory duties is required unless previously completed.Incumbent may be required to perform occasional Temporary Duty Travel (10%).Incumbent must obtain and maintain a Secret clearance.Requires a Level 3 Certification under the DoD Financial Management (FM) Certification Program. Additional information about transcripts is available.BASIC REQUIREMENT FOR ACCOUNTANT POSITIONS:Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.ORCombination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; orCompletion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirementsIn addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: One year of specialized experience which includes: 1. Independently analyzing accounting data, including general ledger accounts, accounting transactions, trial balances, and other financial records. 2. Providing advice to leadership concerning guidelines, Army/DoW regulations/policies, public laws and accounting practices; 3. Analyzing systemic accounting reports and financial trends across supported activities, identifying funding anomalies to prevent Anti-Deficiency Act violations; and 4. Independently planning, generating reports, and carrying out programs, projects, and studies while working with Army resource management and accounting processes, such as: General Fund Enterprise Business Systems (GFEBS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
