Clinical Pharmacist

The University of Illinois Chicago (UIC) College of Pharmacy, Department of Pharmacy Practice is seeking an experienced Clinical Pharmacist to provide temporary operational support to the Illinois Department of Healthcare and Family Services (HFS) Drug Rebate Unit during the implementation of a new drug rebate invoicing and processing program.

This position will backfill critical pharmacist responsibilities, allowing the unit's lead pharmacist to focus on vendor implementation, testing, and transition activities while ensuring uninterrupted rebate operations.

The pharmacist will serve as a clinical resource for manufacturer rebate disputes, provider-administered drug claims, and rebate invoicing activities. The ideal candidate is an independent, detail-oriented pharmacist with experience interpreting medical and pharmacy claims, understanding provider-administered drug billing, and applying clinical judgment to complex reimbursement and rebate scenarios.

This temporary position is remote. Occasional travel to Springfield, Illinois, may be requested for onboarding, meetings, or project activities.

Duties & Responsibilities:

• Manufacturer Rebate Dispute Resolution
• Serve as the clinical escalation resource for manufacturer rebate disputes referred by Drug Rebate Unit analysts.
• Review disputed claims and determine appropriate rebate eligibility using clinical knowledge, billing guidance, and Medicaid rebate requirements.
• Resolve discrepancies involving units of measure, billing methodologies, National Drug Codes (NDCs), Healthcare Common Procedure Coding System (HCPCS)/J-codes, and rebate invoicing.

• Claims Review and Rebate Validation
• Perform manual review of claims requiring validation because automated system edits cannot accurately match HCPCS/J-codes with corresponding NDCs.
• Identify billing anomalies that may result in under- or over-invoicing and recommend appropriate corrections.
• Review excluded claims and other exceptions to ensure complete and accurate rebate invoicing.

• Billing Unit and Rebate Unit Crosswalk Maintenance
• Maintain and apply established billing unit-to-rebate unit conversion methodologies.
• Validate and update conversion factors as necessary to ensure accurate manufacturer rebate invoicing.

• Clinical and Operational Support
• Collaborate with Drug Rebate Unit analysts and management on complex clinical and operational issues.
• Provide guidance regarding provider-administered drugs, reimbursement methodologies, and rebate policy.

Minimum Qualifications:

• Graduate of an ACPE accredited pharmacy program with a minimum of a Bachelor's Degree in Pharmacy, PharmD preferred.
• Must be licensed or eligible for Illinois licensure as a professional pharmacist prior to hire date.
• Demonstrated decision making, team building, customer service, and conflict resolution.
• Must possess knowledge and skills such that they qualify for an academic faculty position as Clinical Instructor in Pharmacy Practice, College of Pharmacy.

Preferred Qualifications:

• Managed care experience preferred; hospital/community experience welcome.
• Experience in Medicaid Drug Rebate Program and/or FFS Medicaid programs
• Pharmacy and Medical claim analysis
• Strong data review and interpretation skills.
• Healthcare reimbursement policy and coding
• Experience with claims reporting or data extraction tools
• MMIS
• CMS ASP pricing resources
