Environmental Compliance Manager

Overview We are seeking a Compliance Manager to join our Permitting, Planning and Licensing team. The Compliance Manager will report to one of the following New York offices: Clifton Park, Liverpool, Ithaca, or West Seneca. They will provide quality oversight of active construction and compliance Projects including managing environmental monitors on site, agency visits, and quality control of reporting. Responsibilities The successful applicant will be involved in a wide variety of energy-related projects including electric transmission, natural gas pipelines, and renewable energy (wind/solar) generation projects. Be able to effectively coordinate field work, interact in the field with clients, agencies, stakeholders and contractors. Manage scope, schedule and budget for compliance scopes of work and communicate effectively with clients. Perform QA/QC review of field staff reports prior to distribution. Provide guidance to TRC field staff and clients regarding compliance issues during compliance filings and/or active construction. Represent clients at meetings and field visits with agency staff, as required, including New York State Department of Public Service (DPS), Office of Renewable Energy Siting and Electric Transmission (ORES), New York State Department of Environmental Conservation (NYSDEC), and New York State Agriculture and Markets (NYSAGM). Perform Environmental Inspector and/or Agricultural Inspector (EI/AI) field duties as needed to maintain staffing of active construction projects. Assist with preparation of proposals for compliance-related opportunities. Understand and enforce permitting documents and certificates. This position is approximately 75% office based and 25% field based and travel will be expected to Project Sites and/or Agency offices as needed. Qualifications Minimum qualifications include a bachelor's degree in environmental science, natural resources, biology, ecology, or related field, and at least 5 years of post-degree experience. Applicant must have experience permitting and/or overseeing construction at projects at federal, state, and local levels. Experience with some or all of the following: New York State Article 10, Section 94-c, Article VII (collectively now Article VIII) Part 102, State Environmental Quality Review Act (SEQRA) Permitting, NYSDEC Resource Programs (e.g., Article 15 and 24), Federal Clean Water Act and Federal Energy Regulatory Commission (FERC) Certificates as required. Knowledge of and ability to apply environmental compliance and permitting regulations of applicable regulatory agencies. Excellent verbal communication and technical communication skills are mandatory. Ability to maintain a positive attitude working under aggressive schedules. The ability to prepare and review clear and concise reports, procedures, correspondence, and other written materials is also required. Must be able to pass a pre-employment drug screen and background and motor vehicle records check. Desired Qualifications Previous staff management experience is preferred. Previous NY EI/AI or construction management experience preferred. Exceptional interpersonal skills. Strong ability to prioritize, organize, and perform multiple work assignments simultaneously. Compensation In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors. Other Compensation: Employee may be eligible for participation in the Company’s annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.
