Job Summary: Under minimal supervision, the Permit Technician serves as the primary administrative and customer service support for the Fire Prevention Division. The position supports the permit process for construction activities within District boundaries and provides administrative assistance in accordance with established policies, procedures, and guidelines. This role functions as the primary point of contact for the Fire Prevention Division at the administrative offices located at Fire Station 380. Duties/Responsibilities: Serves as the initial customer service representative for all individuals contacting or visiting the Fire Prevention Division offices. Supports internal and external customers with a high degree of accuracy, efficiency, confidentiality, attention to detail, and sound judgment. Screens permit applications, construction documents, and related submittals for completeness and compliance with local fire and state related codes, laws, ordinances, statutes, and construction standards. Accepts, maintains, and tracks submittals for construction permits, operational permits, and other miscellaneous submittal types. Routes plans and documents to appropriate departments for review, updates tracking systems, prints and processes documents, manages plan corrections, and notifies applicants of review status. Manages permit fees by creating invoices in accordance with the established fee schedule, submits invoices for payment, collects fees, and communicates fee status with inspectors. Creates, organizes, and maintains accurate permit and administrative files in manual and automated records systems. Responds to inquiries regarding plan submittals, fees, and requirements, or directs the need of the customer to appropriate personnel. Assists with public records requests by conducting research and document preparation. Provides general administrative support. Schedules appointments, meetings, and makes business related reservations as needed. Performs other duties as assigned. Understands the application of regulatory requirements to permit review, record maintenance, and customer guidance. Ability to interpret, apply, and communicate technical information. Communication and Customer Service – Communicates effectively and professionally while maintaining a customer-focused approach to interactions with internal and external stakeholders. Builds trust and credibility through active listening, responsiveness, professionalism, and respect for diverse perspectives. Technical Proficiency – Proficiency in the use of standard office equipment and computer applications, including Microsoft Office Suite with the ability to learn and effectively utilize specialized department specific software applications (e.g., Bluebeam Revu). Attention to Detail and Accuracy – Consistent accuracy and attention to detail in preparing correspondence, performing data entry, maintaining records, and calculating, collecting, and processing fees in accordance with established fee schedules and procedures. Problem Solving and Judgment – Sound judgment and critical thinking when evaluating information, identifying issues, and determining appropriate actions within established guidelines. Effectively analyzes situations, resolves routine problems independently, and seeks guidance when issues fall outside assigned authority. Accountability and Reliability – Demonstrates accountability, dependability, initiative, and consistent follow-through in completing assignments, maintaining work quality, and adhering to established procedures, deadlines, operational standards, and organizational expectations. Relationship Building and Teamwork – Ability to establish and maintain cooperative, professional working relationships with coworkers, other departmental personnel, outside vendors, and the public. Required Education and Experience: Must be 18 years of age or older. High School Diploma or GED equivalent. A minimum of two (2) years full-time work experience in a clerical or administrative support position in a customer service environment. Proficiency in permitting software system within six (6) months of employment. Proficiency in reading and interpreting construction plans and related permit documentation within one (1) year of employment. Must have and maintain a valid Arizona driver’s license with acceptable driving record. Required Licenses and Certifications: Obtain Permit Technician certification by a nationally recognized organization within one (1) year of employment. Preferred Qualifications: Current Permit Technician certification by a nationally recognized organization. Public sector experience, preferably in a municipal building or fire prevention department. Experience in construction, plan review support, permitting processes, or related development activities. Physical Requirements: Repeating motions that may include the wrists, hands and/or fingers Communicating verbally and electronically with others to exchange information while completing tasks Remaining in a stationary position, often standing or sitting for prolonged periods Veterans’ Preference Documentation Requirements: In accordance with A.R.S. §38-492, applicants requesting Veteran’s Preference must submit required supporting documentation at the time of application.
