Human Resources OfficerThe Town of Hamden is seeking a qualified candidate for the Human Resources Officer position. The Human Resource Officer (HRO) is responsible for supporting the Director of Personnel in the human resource functions, which include recruitment, staffing, training and development, performance monitoring, and employee counseling. The HRO must adhere to the highest standards of integrity, dependability, attention to detail, teamwork, and cooperation; protecting personally identifiable information, and the ability to document its safeguarding and security to prevent it from being compromised. The HRO provides counsel and assistance to supervisors and staff, which includes analysis of training needs, review of job descriptions, and development of personnel policies. The incumbent must maintain confidentiality, use sound judgment, and work independently while performing the duties of the Human Resource Officer.Examples of Essential Job Duties:Provide support to supervisors and staff to develop the skills and capabilities of staff.Ensure the accuracy of job descriptions.Provide support in the creation of job descriptions.Identify training and development opportunities.Organize staff training sessions, workshops, and activities.Provide counseling to departments handling progressive discipline issues.Manages new employee orientation.Provide information and assistance to staff and supervisors on human resources and work-related issues.Explain and administer the provisions of the Town's personnel policies and procedures.Provide recommendations on disciplinary actions to management.Promote workplace safety along with the Risk Manager.Organize the transition when vacancies occur before a Civil Service list is established.Recommend solutions to resolve chronic attendance difficulties.Strong skills required to conduct meetings, motivate teams, resolve conflicts, and give constructive feedback.Processes Family, Medical Leave (FMLA) requests.Compiles all Equal Employment Opportunity (EEO) data for reporting purposes.Attend Council meetings to provide information when necessary.Coordinate staff recruitment and selection process to ensure a timely organized comprehensive procedure is used to hire staff.Provide counseling and assistance to management and supervisors on staff recruitmentSchedule and organize recruitment interviewsParticipate in applicant interviews/examination panelsConduct reference checks on possible candidatesConducts background checks on new employeesInform unsuccessful applicantsConduct exit interviewsUnderstanding of labor issues, procedures, and laws affecting benefits.Understanding of progressive discipline and grievance procedures, along with the ability to offer counseling and education to staff on such matters.Handles grievances and initiates investigations of employee misconduct by Town EEO policies.Communicating in cross-cultural and multi-cultural environments both in written and oral formats.Confers with management to determine functional needs and technical requirements of union job descriptions to comply with Labor contracts and Human Resources projects.Assists in the coordination of the administrative work involved in the approval and implementation of collective bargaining agreements and the collection and research of labor relations data as needed.Minimum Qualifications Required: A Bachelor's Degree in Human Resources/Public Administration or some closely related field including three (3) years of progressively responsible experience in human resource management involving staff training, staff recruitment employee benefits, or other human resource-related work preferably in the public sector.
