Overview
At PNNL, our core capabilities are divided among major departments that we refer to as Directorates within the Lab, focused on a specific area of scientific research or other function, with its own leadership team and dedicated budget.
Our Science & Technology directorates include National Security, Earth and Biological Sciences, Physical and Computational Sciences, and Energy and Environment. In addition, we have an Environmental Molecular Sciences Laboratory, a Department of Energy, Office of Science user facility housed on the PNNL campus.
Responsibilities
The Chief Science & Technology Officer (CSTO) is a key member of the Leadership Team for the newly formed science Integrated Discovery Sciences Directorate (IDSD), and provides leadership for the conception, development, and execution of internal investments to advance our strategic objectives. Such objectives include S&T leadership and capability development.
IDSD's mission area delivers ~$320M in annual sales and ~$350M in annual business volume to PNNL. Programs are executed for DOE's Office of Science programs spanning Advanced Scientific Computing Research (ASCR), Biological and Environmental Research (BER), Basic Energy Sciences (BES), Fusion Energy Science (FES), Isotope Research and Production (IRP) as well as the National Institutes of Health and evolving sponsors for example NASA and ARPA-H/E. The newly formed IDSD will steward roughly $3-4M of seed Laboratory Directed Research and Development (LDRD) funding for which the CSTO is responsible. This position also has direct line responsibility for 3-4 chief/deputy science officers that collectively are responsible for developing and executing an S&T R&D strategy including developing new deep dive concepts, and stewarding Laboratory Level LDRD initiatives and Agile Investments to advance PNNL's three bold new Laboratory Objectives. This position is a key direct report to the Associate Laboratory Director (ALD) along with the Chief Operating Officer (COO), the Director of Program Development (PDO), two User Facility Directors and five Division Directors.
The CSTO works closely with the ALD, PDO and the PNNL's Office of the Deputy Director for Science & Technology (DDST) to formulate strategy and approaches to ensure PNNL and the IDSD are well positioned for the future. The CSTO serves as a key leader in strategic decision-making, influencing lab level and directing the IDSD internal investments in science, technology and capability development leading to new capabilities that directly advance PNNL's three fundamental science Lab Objectives and purposefully connect these advances directly to the IDSD sponsor strategy and offer a competitive advantage for current and future business. Specifically, the CSTO provides leadership for the conception, development, and execution of internal investments (LDRD) to advance our strategic objectives and build capabilities that support PNNL and IDSD mission and programmatic areas.
The CSTO provides senior S&T leadership for IDSD. This overarching responsibility requires that the incumbent execute responsibilities including, but not limited to, the following:
Work hand in hand with the IDSD's Chief/Deputy Science Leads, PDO and ALD to develop and steward the IDSD's Directorate Objectives - including developing and executing implementation plans and the planning and execution of the three fundamental science Laboratory Objectives the IDSD stewards.
Develop, steward and manage directorate LDRD investments (Laboratory and Mission Seed) to execute PNNL and IDSD's S&T strategy to a positive outcome. Deliver successfully on strategic investments.
Provide support to lab-level S&T planning directly to the Office of the Deputy Director for Science & Technology as the IDSD representative, along with the PDO, on the PNNL S&T Council.
Engage with CSTOs and leadership from other research directorates as appropriate to develop and build new ideas for investment and/or capability development.
Plan and execute critical strategic events throughout the year such as team offsite meetings, strategic deliverables planning.
Responsible for the composition, annual planning and engagements with the IDSD Directorate Advisory Committee.
Provide project management oversight as needed on key internal and external investments (Major items of equipment, strategic partners - industry/academia/NLs,)
Provision and oversight of appropriate resources to ensure successful execution of responsibilities.
Collaboration with the IDSD Leadership Team (ALD, PDO, Division Directors and COO) and Chief/Deputy Science Leads to drive S&T strategy development and execution.
Promote a culture of mentoring scientists and engineers, leading by example.
Communication of strategy and the successes that result from it to staff across the laboratory.
Communicate and build organizational consensus for PNNL and the IDSD S&T Strategy.
Engage the IDSD technical staff, at all levels, in the development and execution of strategy, empowering a creative, productive and innovative S&T environment for all staff.
Implementing creative and effective methods to empower and help develop next generation of science leaders through innovative approaches to engage and empower early and mid career scientists.
Qualifications
Minimum Qualifications:
BS/BA and 15 years of relevant experience; OR
MS/MA or higher and 13 years of relevant experience
Preferred Qualifications:
PhD in a Science or Engineering discipline plus experience in progressively responsible management and senior leadership positions working closely with sponsors, partners, and S&T leaders.
In lieu of a PhD, an advanced degree with demonstrated performance and experience may be considered.
Experience in successfully setting vision, strategy, objectives, and priorities to enhance organizational performance is required.
Experience with broad scientific disciplines inclusive of the organization's sponsor mission science scope is strongly desired.
Experience managing large and complex programs and organizations is desired but not strictly required.
A career that has at some time involved leadership of a demonstrably high-impact R&D program or a research network or program engaging multiple institutions is desired.
Evidence of S&T breadth, or at least the ability to move into new areas is required.
Ability to obtain a federal security clearance

Security, Credentialing, and Eligibility Requirements
As a national laboratory, PNNL is responsible for adhering to the Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which require new employees to obtain and maintain a HSPD-12 Personal Identify Verification (PIV) Credential. To obtain this credential, new employees must successfully complete the applicable tier of federal background investigation post hire and receive a favorable federal adjudication. The tier of federal background investigation will be determined by job duties and national security or public trust responsibilities associated with the job. All tiers of investigation include a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last 1 to 7 years (depending on the applicable tier of investigation). Illegal drug activities include marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
For foreign national candidates:
If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) Federal risk determination to maintain employment. Once you meet the three-year residency requirement thereafter, you will be required to obtain a PIV credential to maintain employment. The tier of federal background investigation required to obtain the PIV credential will be determined by job duties at the time you become eligible for the PIV credential.
