While this work is meaningful and mission-driven, it can at times be stressful, demanding, or unpredictable. Employees are expected to exercise sound judgment, remain aware of their surroundings, follow established safety, communication, and de-escalation procedures, participate in all required training, and promptly report incidents, threats, injuries, or unsafe conditions, in accordance with ECS policies and procedures. This position is initially fully onsite with the opportunity to work from home one day per week after 90-days. Due to the essential nature of the duties and the need for consistent in-person engagement, other work-from-home arrangements are not available for this position.
POSITION SUMMARY
Reporting directly to the Chief Program Officer, the Vice President of Supported Housing (VPSH) is a newly elevated senior executive role, that will lead ECS's largest program portfolio. This is a regional role spanning ECS's operations across the Bay Area, and the VPSH is responsible for driving the strategy, evolution, and administration of ECS's full continuum of supported housing programs, ensuring teams have the capacity to meet client needs and advance ECS's mission of preventing and ending homelessness. The VPSH oversees the following portfolio of programs: Permanent Supportive Housing Services (Site-Based) Rapid Rehousing / Permanent Supportive Housing Services (Scattered-Site) Adult Coordinated Entry Services (Access Points) Housing Navigation, Tenant Stabilization, and Housing Location Services This portfolio represents ECS's largest operating budget and staffing footprint, with continued growth anticipated as ECS pursues new housing strategies and additional local, state, federal, and private funding. At hire, the VPSH will supervise three Director-level leaders: Sr. Director of Housing Services, Director of Scattered Site Housing, and the Director of Coordinated Entry (direct reports may expand to include additional directors if services in these areas expands), and will work collaboratively with their teams on hiring and retention, planning and evaluation, policy development, operational implementation, contract compliance, and budgeting. Given the scale and complexity of this portfolio, ECS is seeking a state-licensed clinician (LCSW, LMFT, or equivalent) with a background in recovery-oriented and behavioral health-informed services; experience at a Federally Qualified Health Center (FQHC) and familiarity with Medi-Cal and CalAIM billing frameworks is strongly preferred, even though direct billing oversight is not part of this role, coordination with Supportive Housing Services and Cal-Aim, Medi-Cal leadership is an essential part of this role.PRIMARY DUTIES AND RESPONSIBILITIES
Program Administration, Management & Operations Oversee all aspects of program administration, management, and operations across the Supported Housing portfolio, including budget management, staffing, planning and evaluation, policy development, project implementation, and compliance reporting. Lead scaling and standardization of programs and operations across multiple Bay Area regions, ensuring consistent service quality, funding compliance, and outcomes regardless of site location. Develop budgets in partnership with the Finance department; monitor financial status and ensure contract compliance with particular attention to expense tracking. Lead development and implementation of internal systems, policies, and administrative practices; partner with Admin & Ops, HR, Data & Evaluation, Quality Management, and strategic Planning to strengthen operations as ECS grows. Ensure best practices in nonprofit and housing program management are utilized in accordance with public/private contracts and funder requirements. Implement systems for monitoring, evaluation, and accurate, timely reporting; ensure delivery of qualitative and quantitative outcomes. Brief the Senior Management Team on portfolio performance; represent the Program Department when the CPO is unavailable; participate in Program Committee and Board meetings as requested. Ensure IT/database systems capture data accurately and that staff are trained and confident using technology tools. Staff Development & Capacity Building Supervise Director-level leaders to drive program outcomes and build high-performing teams. Promote a culture of performance, recognition, and appreciation; foster leadership development and capacity building across the department. Determine staffing needs and deployment throughout the Supported Housing portfolio; hire, train, support, evaluate, and, when necessary, in partnership with HR, dismiss staff. Government, Funder & Community Engagement Represent ECS to public agencies, funders, community organizations, and coalitions to advance favorable policy, funding, and service delivery. Assume lead responsibility for portfolio-related budget negotiation, and reporting on public and private grants and contracts, in collaboration with Development and Finance. Maintain productive relationships with key public and private funders; ensure full compliance with contracts and regulatory agreements. Leadership Partner with the CEO, CFO, CPO, and COO to secure strategic support, contracts, and funding for the Supported Housing portfolio. Establish collaborative relationships with the CPO, fellow directors, funders, and community partners; foster a culture of cooperation, trust, and integrity. Maintain deep familiarity with ECS's history, culture, values, strategy, funding, and advocacy positions. Respond to crisis situations with calm, clear-headed leadership; ECS is a 24/7 provider to a highly vulnerable population, and the VPSH must be prepared to manage crisis response and ensure staff safety.QUALIFICATIONS
Master's degree in social work, public administration, public health, or related human services field required; active California clinical license (LCSW, LMFT, LPCC, or equivalent) strongly preferred. At least 10 years of progressively responsible leadership experience in nonprofit or public-sector housing/homeless services, including at least 5 years at the Director level or above supervising other managers/directors. Background in recovery-oriented and behavioral health-informed service delivery; harm reduction, trauma-informed, and housing-first practice knowledge required. Experience and familiarity with Medi-Cal/CalAIM billing and compliance frameworks strongly preferred. Demonstrated track record building organizational capacity, managing multi-million-dollar budgets, and negotiating public/private contracts. Advanced knowledge of the Bay Areas' (San Francisco, San Mateo, Marin and San Jose) homeless service systems of care, Coordinated Entry, and permanent supportive housing/rapid rehousing models. Exceptional oral and written communication skills; ability to represent ECS credibly to public officials, funders, boards, and community stakeholders. Strategic, outcomes-oriented thinker able to balance competing priorities and lead through ambiguity and organizational growth. Valid California Driver's License and reliable transportation required for regular travel across Bay Area program sites.
