The primary purpose of this position is to serve as the Senior Air Reserve Technician (ART) Officer with overall supervision and management of either an Aircraft Maintenance Squadron, a Maintenance Squadron, an Equipment Maintenance Squadron or a Component Responsibilities Plans, organizes, and oversees the activities of the squadron. Manages assigned maintenance resources and ensures production meets operational requirements and technical standards. Exercises supervisory personnel management responsibilities to include personnel and position management, equal opportunity, security, and safety Represents organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with internal and external customers. Researches and determines or recommends appropriate actions or interpretation of issues that Impact organization, installation, command, or agency. Apprises supervisors of organizational performance and issues requiring higher echelon attention. Requirements Conditions of Employment Qualifications THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION. This is an Air Reserve Technician (ART) Officer position located at 301 MAINTENANCE SQ with the military rank of Maj/O-4, AFSC: 021A3. In order to qualify, you must meet the GS-12 experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of planning, organizing, coordinating, directing, and controlling the activities and operations of the Mission Support Group to include but not limited to logistics planning and readiness, communications, civil engineering, personnel, security forces and services. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Broad knowledge of aircraft maintenance management practices, procedures and organizational and mission requirements; capabilities and limitations. Knowledge of basic operating principles of assigned aircraft systems and components; basic munitions, munitions procedures and quality assurance and other unit operations Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing. Knowledge of maintenance information systems. Knowledge and ability to interpret instructions, specifications, technical orders, publications and operating procedures. OTHER SIGNIFICANT FACTS: This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments. AFRC command-wide geographic mobility is a condition of employment for all ART officer positions. May act in the absence of higher-level supervisor up to and including the Group Commander. This is a key management position in which the incumbent is required to formulate, determine or influence training policies of the unit to which assigned. This is a designated key position in accordance with HQ AFRC/DPCS Attachment 17 to the guideline FPM 930-71; the term "key' as it is used here relates to the ART program that defines the position as critical to the unit's mobilization capability and has no relationship to the term "key" as defined in AFI 36-507 A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
