Program Manager II

Position Description The Program Manager II supports ATI’s submarine and shipbuilding industrial base portfolio and related defense industrial base programs through advanced program leadership or advanced technical subject matter expertise. This position may be filled in one of two roles depending on program needs. In a program leadership role, the Program Manager II leads a complex portfolio segment, major line of effort, or strategically important group of projects. In this role, the individual coordinates cross-functional teams, aligns priorities across stakeholders, supports sponsor objectives, and drives execution across multiple simultaneous projects and initiatives. The Program Manager II may also serve in a deputy leadership capacity for assigned programs. In a technical SME role, the Program Manager II contributes advanced subject matter expertise across one or more complex efforts. In this role, the individual may support technical planning, implementation, evaluation, transition activities, performer engagement, sponsor interaction, manufacturing or industrial base problem solving, and cross-project technical integration. Individuals in this role may or may not have direct project ownership. We offer a hybrid schedule (in-office & remote/work from home), fully remote or an onsite schedule and flexible hours. Candidates will need to reside near Charleston, SC to ensure work site flexibility. Fully remote work may be considered for qualified candidates residing outside of Charleston, SC. Essential Functions Supports execution of ATI’s submarine and shipbuilding industrial base mission in a complex, multi-stakeholder environment. Coordinates effectively across Government sponsors, shipbuilders, suppliers, academic institutions, technical performers, OEMs, lower-tier subcontractors, and internal ATI teams, as required by assignment. Contributes to planning, execution, issue resolution, reporting, and stakeholder engagement across assigned efforts. Develops, reviews, or supports execution of key program and project artifacts, including statements of work, scopes, schedules, budgets, deliverables, technical reports, status reports, metrics, and required approvals, consistent with assigned responsibilities. Prepares and delivers briefings, dashboards, written analyses, recommendations, and related materials for ATI leadership and Government stakeholders. Drives sound judgment, operational discipline, and process improvement across assigned areas of responsibility. Essential Functions for the Program Leadership Role Leads management of complex portfolios, multi-project efforts, or integrated lines of effort involving multiple stakeholders, performers, and technical disciplines. Directs project development and execution activities, including startup, solicitation support, issue resolution, reporting, transition activities, closeout, and project award acceleration efforts. Establishes and maintains program-level insight into schedule, cost, risks, resource allocation, dependencies, and performance trends, and recommends corrective actions or replanning as needed. Coordinates cross-functional support from contracts, finance, technical staff, compliance, communications, and operations teams to ensure effective execution and resolution of programmatic issues. Supervises and mentors project managers and program staff, including oversight of workload planning, prioritization, staff development, and performance. Supports program reviews, technical interchange meetings, strategic planning sessions, portfolio assessments, and sponsor engagements. Helps define staffing needs, operating rhythms, reporting structures, and management controls for assigned portfolios or lines of effort. Essential Functions for the Technical SME Role Provides advanced technical guidance and subject matter expertise across complex government, industrial base, manufacturing, or research and development efforts. Supports technical planning, implementation, technology insertion, evaluation, transition, and stakeholder engagement across one or more assigned efforts. Contributes to technical interchanges, sponsor-facing discussions, and performer coordination to support execution of technically complex work. Supports implementation of design or process changes in production or shipyard settings, including evaluation of technical feasibility, manufacturability, and transition considerations, as applicable. Applies advanced technical judgment to support problem solving, risk management, and execution improvement across relevant mission or industrial base domains. Serves as a Project Technical Representative or comparable technical representative on pertinent projects, as needed. Additional Responsibilities May serve in a Deputy Director or comparable leadership support role. May backfill the Technical Director or other senior leadership, as needed, for internal and external meetings. Supports business development, opportunity shaping, proposal planning, and customer engagement activities. Performs other duties as assigned. Qualifications Bachelor’s Degree and eight or more related years of experience or equivalent combination of experience and training, or a Master’s degree and six or more related years of experience or equivalent combination of experience and training. A degree in Engineering, Science, Supply Chain, Technical Program Management, or a related field is preferred. Project and process management experience is required. PMP certification is viewed favorably but is not required. Experience with government programs is viewed favorably but is not required. Strong communication skills, including presentations, technical reports, meeting management, and group management, are required. Strong computer skills, including intermediate to advanced Excel skills and proficiency in MS Office Suite—Word, PowerPoint, Outlook, and Project—are desired. For program leadership assignments, demonstrated experience managing complex programs or portfolios, supervising project managers, and coordinating across technical, contractual, and financial functions is required. For technical SME assignments, demonstrated experience providing advanced technical expertise, implementation support, technical evaluation, or technology transition support across complex government, industrial base, manufacturing, or research and development efforts is highly desirable. Specific Skillsets of Interest Experience includes shipbuilding, implementing design or process changes in production or shipyard settings, submarine industrial base initiatives, manufacturing technology development and implementation, strategic outsourcing, supplier development, supply chain management, and workforce development or technical training programs. Additional desirable technical experience includes one or more of the following domains: robotics and automated manufacturing systems; additive manufacturing; materials and processes, including composites, metals, and ceramics; design and structural analysis; digital manufacturing ecosystems, including digital twin and digital thread; AI/ML; modeling and simulation; welding engineering; systems engineering; and inspection technologies or nondestructive testing methods such as ultrasonic inspection and digital radiography, particularly in naval manufacturing environments. A technical advanced degree in these fields is also highly desirable. Experience supporting Other Transaction Authority/Other Transaction Agreement projects, prototype efforts, or industrial base investment portfolios is viewed favorably. Experience collaborating with Navy program offices, major shipbuilders, OEMs, and multi-organizational project teams is similarly valued. Additional Requirements Ability to travel to conferences, shipyards, industrial facilities, customer sites, supplier locations, and meetings is required. Weekend travel is very infrequent; however, it may be needed to support client needs for an early Monday or late Friday event. This position will need the ability to access U.S.-only data systems—U.S. Citizenship is required and/or the ability to obtain and maintain a DoD security clearance may be required. Work Environment This position is located in an air-conditioned, environmentally controlled atmosphere, and occasionally attend meetings in technology company environments.
