Summary This position is located in the U S. Holocaust Memorial Museum (USHMM), Branch of Facility Management, Division of Operations, Office of Museum Operations and Administration. In this position you will serve as an Engineering Technician and Computer Assisted Design and Drawing (CADD) Administrator, with responsibility for providing technical engineering expertise on a variety of Museum projects. Basic Requirement: Experience: Specialized Experience (for positions at GS-4 or equivalent and above): Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. Education: There is no substitution of education for specialized experience for this position. OR SPECIALIZED EXPERIENCE: For this position, qualifying experience at the GS-12 grade level includes one year of specialized experience equivalent to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is preparing contract documents to include detailed statements of work, plans, specifications, requests for proposals, cost estimates, and budgets for moderately complex construction, maintenance, and repair projects; developing detailed statements of work, specifications, requests for proposal, and cost estimates; performing full range of Contracting Officer's Representative's (COR) responsibilities as required on assigned contracts; inspects contract work in progress and/or upon completion for compliance with contract specifications and technical provisions and recommends corrective action; managing the Auto/CADD system and providing CADD drafting support for in-house construction engineering projects. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
