Property Control Specialist

Under the general supervision of the Property and Evidence Supervisor, the Property Control Specialist performs technical and operational duties associated with the intake, documentation, storage, security, transfer, and authorized disposition of property and evidence in the custody of the Police Department. The position maintains chain-of-custody integrity and performs its work in accordance with applicable laws, department policies and procedures, and recognized property and evidence management practices.

Receive, categorize, and store all incoming evidence and property, ensuring proper documentation and secure handling

Ensure chain-of-custody integrity is maintained at all times

Prepares evidence for transport to court, crime laboratories, or other authorized agencies; testify in court as necessary regarding handling and storage of evidence

Operates property management software and information systems

Conducts routine inventories, reconciliations, inspections, and purges of stored property and evidence; assists with scheduled audits and comprehensive inventories as directed.

Serves as an operational contact for property and evidence matters between the agency and other federal, state, and local law enforcement agencies

Coordinates with officers, detectives, courts, and outside agencies regarding the status or release of evidence

Handles biohazards, narcotics, firearms, and other potentially dangerous or sensitive materials in a safe and secure manner

Facilitate release, return, destruction and/or disposal of property in accordance with established authorization procedures.

Maintain cleanliness and organization of all storage areas, including climate-controlled or restricted access areas

Respond to internal and external inquiries about property and evidence matters

Assist in updating and revising procedures to reflect changes in law, technology, or best practices

Monitors supply and equipment needs; obtains or recommends property and evidence supplies and equipment in accordance with established purchasing authority.

Maintains current knowledge of federal, state, and local laws related to property/evidence management

Provides property and evidence packaging instruction, orientation, and procedural guidance to department employees as assigned, using supervisor-approved procedures and manuals.

Promptly identify and report chain-of-custody discrepancies, security concerns, damaged or missing property, storage issues, and potential violations of law, policy, or procedure to the Property and Evidence Supervisor.

Perform other duties as apparent and assigned

General knowledge of laws, regulations, and procedures related to the receiving, processing, storing, releasing, and disposing of all found, recovered, and confiscated property and evidence while maintaining an unbroken chain of evidence.

Knowledge of law enforcement administrative policies and procedures, local police agencies, legal terminology, local government, and operations of City divisions

Knowledge of Data Privacy Laws

Skill in prioritizing one's work and completing assignments accurately with attention to detail

Ability to communicate clearly, both orally and in writing, with the public, employees, and others in an effective, tactful, and courteous manner

Ability to develop and maintain effective working relationships with staff, other City department personnel, and the general public

Ability to take responsibility for one's work by anticipating and planning workloads by being punctual, adaptable, and accountable in one's daily work assignments

Ability to obtain International Association for Property and Evidence (IAPE) certification within one year

Ability to work under pressure and conflicting demands

High school diploma or equivalent

Three years of customer service experience

One year of experience in records management, law enforcement, inventory control, warehouse logistics, or evidence/property handling

Valid driver's license

Work experience with computer applications such as MS Office (Word, Excel, PowerPoint)

Associate's Degree in Criminal Justice or related field

Experience with evidence management systems, such as EvidenceOnQ, Tracker or similar software

Completion of an evidence management training program

Knowledge of court process and evidence processing, criminal code, and law enforcement operations

Knowledge of the Data Practices Act that governs dissemination of information to the public
