NEWTON COUNTY, GEORGIAClassification Specification TRANSPORTATION INSPECTOR (1115)FLSA: Exempt Purpose of Classification: The purpose of this classification is to inspect in-house and contracted road construction and maintenance projects to ensure compliance with plan and contract specifications and applicable local, state, and federal ordinances. Essential Functions: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Conducts field inspections of road construction and maintenance project sites: inspects roadways, bridges, drainage structures and other items; reviews approved construction plans and compares to actual construction; ensures all construction activities comply with applicable local, state, and federal codes, ordinances, and standards; and maintains logs and files regarding inspection activities. Coordinates contractors engaged in road construction and maintenance projects on behalf of the County: conducts contractor meetings; schedules and coordinates inspections and meetings with County departments and other state and federal agencies; anticipates, prioritizes, and times inspections to minimize interference with project progress;provides guidance in unique construction situations; and negotiates and resolves discrepancies with contractors. Coordinates pre-construction activities: reviews and evaluates construction plans and contracts for projects;conducts site assessments; identifies conflicts with existing field conditions; ensures rights-of-way are secured;researches utility locations, staging, and other conditions; compiles materials list and estimates materials costs;anticipates constraints and technical challenges likely to impact projects; and makes recommendations concerning improvements, modifications, or other aspects of project planning. Inspects construction materials and workmanship for quality and contract compliance: visits project sites; assesses site conditions; takes samples as needed for testing; verifies that material quantities match contracts and invoicing;inspects construction projects for adherence to safety protocols, project schedules, documentation requirements, and other items; and ensures compliance with contract specifications and local, state, and federal codes, standards, and regulations. Processes payment requests from contractors: receives and reviews payment requests; verifies accuracy of request and ensures work has been completed and materials used; and forwards payments to appropriate personnel. Newton County, Georgia Transportation Inspector © Archer Company Page 2 Last Revised: October 2019 Performs related administrative and inspection activities: identifies and prioritizes future road construction and maintenance needs; receives and responds to questions and complaints regarding road conditions, draining issues, road construction and related issues; sizes driveway pipes for building permits as needed; and inspects roads and entrances of new developments as needed. Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: prepares, completes, receives, reviews, processes, forwards or retains, as appropriate, various forms, reports, correspondence, project drawings and plans, pay applications, core reports, inspection reports, progress reports, project estimates, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records. Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions. Communicates with supervisor, other County employees, contractors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. Additional Functions: Performs other related duties as required. Minimum Qualifications: Associate degree in Construction Management, Civil Engineering or a related field required; supplemented by five years of experience in construction management, surveying, road construction and maintenance, or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license. Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all County or departmental policies, practices, and procedures necessary to function effectively in the position. Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions. Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs. Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems. Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable. ADA Compliance: Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds). Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally. Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, traffic hazards, bright/dim lights, or rude/irate customers.
