MISSION PROJECT SPECIALIST (MPS) / PROJECT MANAGER

Job Description: We are seeking an experienced Mission Project Specialist (MPS) / Project Manager to provide onsite project management, program control, technical coordination, logistics, and fielding support for complex Department of Defense (DoD) information technology and communications initiatives. The Mission Project Specialist will support Project Leads in planning, coordinating, executing, monitoring, and controlling multiple interconnected projects throughout their lifecycle. The successful candidate will combine strong project management capabilities with a working technical understanding of networking, SATCOM, VoIP, communications systems, and related IT infrastructure . This position requires an individual who can operate effectively in a fast-paced DoD environment, coordinate across Government, contractor, technical, logistics, acquisition, and operational stakeholders, and translate project objectives into executable schedules, budgets, deliverables, and measurable outcomes. Key Responsibilities: Project and Program Management Support Project Leads in developing and executing project strategies, objectives, priorities, and implementation plans. Formulate, organize, coordinate, and monitor multiple interconnected projects and workstreams. Develop and maintain comprehensive project plans, schedules, milestones, dependencies, deliverables, and performance metrics. Provide direction, maintenance, analysis, and updates to the Integrated Master Schedule (IMS) . Track project progress using appropriate project management tools, methodologies, dashboards, and performance indicators. Ensure project activities are realistically scheduled, monitored, documented, and reported. Develop and control project deadlines, budgets, resources, milestones, and activities. Identify project dependencies, constraints, risks, and critical-path activities and recommend corrective actions. Apply formal change management, risk management, issue management, configuration management, and resource management processes. Develop overarching project scope statements and support management of complex IT project plans and approved changes. Assist Project Leads in evaluating project performance and determining appropriate strategies and courses of action. Serve as a backup project point of contact when the Project Lead is unavailable. Cost, Schedule and Performance Management Monitor project cost, schedule, technical performance, and contractual requirements. Review integrator and contractor performance against established project management standards, contractual requirements, milestones, and deliverables. Support budget development, cost control, forecasting, resource planning, and financial tracking activities. Maintain current and accurate cost, schedule, performance, risk, and project status information within designated systems and databases. Analyze project performance and identify schedule slippage, cost growth, resource constraints, and other emerging risks. Support development of corrective-action and recovery plans when project performance deviates from established baselines. Assist leadership in evaluating program performance, operational effectiveness, and Return on Investment (ROI). Acquisition and Contract Management Support Support Project Leads with acquisition planning, contract management, budget execution, and related program activities. Monitor contractor and integrator activities for compliance with contractual requirements and project objectives. Assist with development and review of acquisition documentation, project requirements, schedules, performance information, and supporting materials. Coordinate activities across acquisition, contracting, engineering, logistics, operations, and program management organisations. Stakeholder Coordination and Executive Reporting Establish and maintain productive working relationships across DoD, Army, Government, contractor, industry, and other stakeholder organisations. Coordinate cross-project activities and dependencies on behalf of Project Leads. Facilitate meetings, working groups, technical discussions, project reviews, and stakeholder engagements. Prepare and deliver project briefings, executive-level presentations, reports, dashboards, decision papers, and status updates. Report project status orally and in writing to senior leadership and other key stakeholders on a recurring basis. Capture meeting minutes, decisions, action items, risks, issues, and project records and ensure appropriate follow-through. Facilitate effective interactions between DoD/Army organisations and industry partners. Generate and promote standardized templates, schedules, processes, project controls, and project management best practices. Operations, Logistics and Fielding Support Support project administration, resource management, operations management, logistics management, material management, training coordination, contractor laboratory activities, and physical security requirements. Coordinate the transition and acceptance of equipment and capabilities from development organisations into operational environments. Support activities required to maintain fielded equipment and capabilities in an operational state. Assist with property accountability, property book activities, documentation, publications, and materiel transfers and redistribution. Develop, maintain, and update fielding databases, equipment records, deployment documentation, and associated project information. Support pre-fielding, fielding, post-fielding, sustainment, and field engineering activities . Coordinate fielding schedules, site readiness, equipment availability, logistics, personnel, training documentation, and technical dependencies. Identify fielding and deployment risks and coordinate appropriate mitigation and resolution actions. CONUS/OCONUS Support Provide occasional forward project management and technical support through TDY travel to CONUS and OCONUS locations. Coordinate communication and activities between the Program Management Office (PMO), field organisations, technical teams, and operational stakeholders. Conduct project discussions, briefings, site coordination, and oversight of project and fielding activities. Support operational schedules when necessary based on mission requirements and local operating tempo. Coordinate and resolve field-level project, logistics, equipment, documentation, and technical issues. Required Qualifications Proven experience as a Project Manager, Program Analyst, Project Specialist, Program Manager, or similar position supporting complex projects or programs. Demonstrated knowledge of project/program management methodologies, processes, tools, and techniques. Experience developing and managing project plans, schedules, milestones, budgets, risks, resources, and deliverables. Experience developing, maintaining, and analysing an Integrated Master Schedule (IMS) . Ability to analyse complex project management, contractual, technical, cost, schedule, performance, and risk issues. Experience with project performance measurement, reporting, change management, and risk management. Working technical understanding of IT and communications technologies such as networking, SATCOM, VoIP, telecommunications, or related infrastructure . Ability to coordinate effectively among technical, operational, acquisition, contracting, logistics, and programme management stakeholders. Strong analytical and problem-solving capabilities with the ability to identify issues and recommend actionable solutions. Demonstrated ability to manage multiple priorities and interconnected projects in a dynamic environment. Excellent written and verbal communication skills, including experience developing reports, briefings, executive presentations, and project documentation. Strong leadership, organisational, facilitation, and stakeholder-management skills. Proficiency with standard project management and productivity tools, including Microsoft Office applications and scheduling/project management tools. Ability to work onsite at Fort Belvoir, Virginia . Ability to travel periodically to CONUS and OCONUS locations and adjust working hours when required to support operational activities.
