Location: Leesburg, VA (On-Site)
Salary Range: $150,000 - $170,000

Our client is a rapidly growing technology and professional services organization supporting federal government initiatives. They are seeking an experienced Contracts Manager to oversee the full lifecycle of government and commercial contracts, ensuring compliance, mitigating risk, and supporting strategic business growth.

This role is ideal for a detail-oriented contracts professional who thrives in a fast-paced environment and enjoys partnering with leadership, program teams, legal counsel, and business development stakeholders.

Responsibilities

Contract Management & Administration

• Review, negotiate, draft, and administer a variety of agreements, including:
  • Prime Contracts
    
    
  • Subcontracts
    
    
  • Statements of Work (SOWs)
    
    
  • Teaming Agreements
    
    
  • Purchase Orders
    
    
  • Non-Disclosure Agreements (NDAs)
    
    
  • Licensing Agreements
    
    
  • Vendor and Commercial Contracts
• Serve as a subject matter expert throughout the contract lifecycle, from proposal development through contract closeout.

• Analyze contract requirements, special provisions, terms, and conditions to ensure compliance with applicable regulations and company policies.

• Provide contractual guidance and recommendations to identify, mitigate, and resolve risks.

• Maintain contract files and records in an organized and compliant manner.

• Advise program management teams regarding contractual rights, obligations, and compliance requirements.

Compliance & Risk Management

• Ensure compliance with federal acquisition regulations and agency-specific supplements.

• Identify, assess, and recommend solutions related to Organizational Conflicts of Interest (OCI).

• Review solicitations, RFIs, RFPs, and other customer requests to ensure organizational compliance and responsiveness.

• Monitor regulatory changes and industry developments that may impact contracts and compliance activities.

Corporate & Strategic Support

• Support legal and executive leadership teams on contractual matters as needed.

• Assist with mergers, acquisitions, and corporate development activities, including due diligence and integration efforts.

• Support corporate governance activities, including entity formation, maintenance, and dissolution across multiple jurisdictions.

Qualifications

Required

• 5-10 years of experience in government contracts management.

• Experience reviewing, drafting, negotiating, and administering federal government and commercial contracts.

• Strong knowledge of federal contracting regulations and contract administration practices.

• Experience supporting Time & Materials (T&M), Firm Fixed Price (FFP), Cost Reimbursement, and Other Transaction Authority (OTA) agreements.

• Familiarity with:

  • International Traffic in Arms Regulations (ITAR)
    
    
  • Organizational Conflicts of Interest (OCI)
• Understanding of government procurement regulations and contract law.

• Knowledge of cost accounting principles.

• Excellent organizational, analytical, and problem-solving skills.

• Strong written and verbal communication skills.

• Ability to work collaboratively across multiple departments.

• Active Top Secret clearance or the ability to obtain one.

• U.S. Citizenship required.

Preferred

• Experience supporting federal contractors in a high-growth environment.

• Experience supporting mergers and acquisitions, due diligence, or corporate governance activities.

• Familiarity with multiple contract vehicles and federal agency acquisition processes.
