CDC Director w/CYP oversight (Medium)

Summary The Child Development Center (CDC) Director with Oversight leads a medium CDC (101‑199 children) and oversees all installation Child and Youth Programs (CYPs). The role administers developmentally appropriate child development programming and manages operations, budgeting, personnel, compliance, and CYP coordination. Duties Program Management Apply professional knowledge of child development principles to supervise the CDC’s developmental programming. Ensure implementation of a developmentally appropriate program that promotes social, emotional, physical, and cognitive growth of children in the served age categories. Provide program oversight and accountability for staff performance and child safety, complying with DoD, DoN, and local policies. Recommend program modifications and interpret child development philosophy/principles and DoN policies. Develop, implement, and analyze surveys and needs assessments of staff and patrons to ensure appropriate programming and hours of operation. Collect and maintain statistical data for planning and reporting, in accordance with higher headquarters and statutory requirements. Maintain liaison with local institutions and community organizations to stay abreast of trends and changes. Interact professionally with employees, parents, volunteers, and local command personnel. Manage and resolve issues with parents, volunteers, and employees. Budgeting and Financial Management Develop integrated budget input and prepare justification for program resource requirements and facility/equipment repairs or maintenance. Oversee the collection, accurate accounting, and reporting of funds received from patrons. Ensure compliance with all regulations governing the use of appropriated and non‑appropriated funds. Adhere to authorized methods of acquisition. Personnel Management Supervise employees and volunteers. Initiate and implement all personnel actions in a timely manner. Support and carry out established EEO objectives and policies. Ensure staff compliance with safety, health, nutrition, and risk management policies and procedures. Oversee the development of a staffing schedule in accordance with established ratios and group sizes. Establish local performance standards for employees and volunteers, evaluate performance, and provide clear guidance on standards and directives. Collaborate with the Training and Curriculum Specialist to identify and address training needs. Ensure training in early‑childhood methods and child development is competency‑based and tied to career progression. Program Operations Contribute to the development of CYP standard operating procedures (SOPs) for efficient operation and management of facility and programs. Distribute CYP employee and parent handbooks. Ensure program spaces are fully utilized. Compliance Ensure compliance with health, fire, safety, facility, and program regulatory guidance and standards. Takes action to implement recommendations or correct deficiencies from inspections or accreditation visits. Prepare responses to inspection reports. Implement and support policies and procedures to ensure compliance with child abuse and neglect reporting requirements. Ensure compliance with USDA Child and Adult Care Food Program (CACFP). CYP Program Oversight Execute a child placement system, including a central enrollment registry and a single Central Waiting List (CWL) for ages birth to 12. Coordinate with installation CYP Directors to ensure a Parent Participation Plan. Coordinate a joint CYP Inclusion Action Team at the installation. Compile program statistical data for reports and data calls. Ensure CYP Training Specialists are utilized effectively across the CYP in accordance with CYP Management Standards. Initiate a CYP‑wide training program and develop integrated training plans that address common and unique training needs. Serve as liaison with the Regional Program Manager on all CYP issues. Coordinate and maintain documentation for CNIC and Multi‑Disciplinary Team Inspections and timely corrective action plans. Requirements Must successfully pass E‑Verify employment verification. Any discrepancies must be resolved. Must pass a pre‑employment physical, provide evidence of immunization, and be free of communicable diseases. Must successfully obtain and maintain appropriate security clearance. Must undergo pre‑employment and random drug testing; a positive test or failure to test may result in removal from this position. Complete required training certificates and maintain certifications or credentials required by federal, state, or national accreditation institutions used by DoD Child and Youth Programs. All applicants must comply with the Federal drug‑free workplace policy; a positive drug test will result in ineligibility for all DoD positions for six months. Qualifications Applicable experience and knowledge, skills and abilities (KSAs) related to child development and program management. At least 3 years of full‑time experience working with children and/or youth, or a combination of education and experience equivalent to the required degree. Professional knowledge of child development principles and complex program design, including safety, security, disease prevention, employee training, developmentally appropriate activities, parent involvement, and facility management. Knowledge of DoD, DoN, local, and state child regulations, instructions, and procedures regarding military child care. Knowledge of federal and state laws governing the detection and prevention of child abuse and/or neglect. Knowledge of facility design, functional use, maintenance concepts, financial management, budgeting, and purchasing as they relate to a child development program. Program planning, organization, and coordination skills to devise and implement program components. Interpersonal communication and leadership skills to facilitate a collaborative and cohesive installation CYP team. Ability to supervise others, exercise sound business skills, and provide positive personnel management. Effective communication in English, both orally and in writing, with strong interpersonal skills. Education Four‑year degree in Early Childhood Education, Child Development, Elementary Education, Special Education, Home Economics (early childhood emphasis) or a related field of study AND at least 3 years of full‑time experience working with children and/or youth. OR Master’s degree in a related field AND a minimum of 1 year of professional experience working with children. OR a combination of education and experience, such as a major in a related field (24 or more higher‑level semester hours) plus appropriate experience, and at least 3 years of full‑time experience with children and/or youth.
