The Idaho Transportation Department is seeking a motivated Project Manager to join our District 3 Design & Construction section located in Boise, Idaho. Join our team and lead the planning, design, and delivery of highway improvement projects that enhance Idaho's transportation system. In this role, you will apply professional project management principles to oversee projects from initiation through construction, managing project scope, schedules, budgets, and resources. You will administer highway construction contracts, coordinate with department staff and consultants, and ensure projects are delivered safely, efficiently, and in accordance with ITD standards. This position manages both ITD-programmed projects and complex developer-initiated projects on the state highway system.

EXAMPLES OF DUTIES

• Manage the planning, design, and delivery of highway projects from initiation through construction using project management principles.
• Develop and manage project scopes, schedules, budgets, and technical design criteria to ensure successful project delivery.
• Monitor project progress, resources, costs, risks, and scope, implementing corrective actions as needed to keep projects on schedule and within budget.
• Administer highway construction contracts and oversee consultant agreements to ensure compliance with department standards, contract requirements, and project objectives.
• Coordinate with internal teams, consultants, developers, contractors, and other stakeholders to facilitate project development and construction.
• Develop and implement communication, risk, and change management plans throughout the project lifecycle.
• Represent the District or Department on technical committees and workgroups that support policy development, process improvements, and statewide initiatives.
• Ensure highway construction projects meet all local, state, and federal requirements.

Minimum Qualifications

Experience:

• Planning and administration of projects including coordinating the development of project scope, goals, work plans, timelines, implementation strategies, and measurement processes/methods for assessing progress toward goals and project completion.
• Interpreting contract documents including project plans, specifications, and provisions to ensure the project is complete and in compliance with the contract.
• Developing, administering, and monitoring contracts or professional agreements.
• Managing time between multiple responsibilities to ensure priorities are completed in an efficient and timely manner.
• Interpreting and explaining specialized or complex material into information usable by the public.

Desired Qualifications:

• Excellent verbal and written communication skills.
• A minimum of 5 years of experience in highway (or infrastructure) design and construction is desired but not required.
• A minimum of 2 years of project management in either design or construction is desired but not required.
• A Bachelor's degree, Associate's degree, or a two-year technical certificate is desired but not required.
