Product Manager

REQUIREMENTS FOR ASSIGNED PERSONNEL

The selected Product Manager / Technical Lead will support the State of Vermont’s School Based Services EHR project.

Main Responsibilities

  • Serve as a member of the Steering Committee and core project team.
  • Act as the technical lead for the project.
  • Coordinate with DVHA, ADS, AOE, Local Education Agencies, EHR vendor, and other stakeholders.
  • Attend project meetings and stay updated on the project goals and vision.
  • Support SMEs, EHR IT Analysts, EHR Implementation Leads, State staff, and school staff.
  • Oversee data migration activities.
  • Oversee system interfaces between the EHR system and other systems.
  • Support Agile and Hybrid project delivery practices.
  • Research industry trends and best practices.
  • Communicate technical risks, complexity, and estimated effort to the project team.
  • Work with the State Project Manager to identify practical technical solutions.
  • Support infrastructure and platform-related decisions.
  • Manage and support release activities, including go-live cohorts.
  • Ensure technical solutions meet quality standards.
  • Explain technical concepts to business and project teams.
  • Coach technical resources from both State and vendor teams.
  • Identify and communicate technical debt and project risks.
  • Work with vendors to answer technical questions and resolve issues.
  • Support technical research, evaluation, sprint work, and prototypes.
  • Help monitor vendor performance.
  • Participate in retrospectives and improve team processes.
  • Coordinate with vendors to review and create system documentation and training materials.
  • Remove blockers and resolve project issues.
  • Understand vendor markets to support IT module implementation.

Minimum Expectations

  • Must have strong technical skills and be reliable.
  • Must follow direction from the State ADS IT Manager.
  • Must help complete the project on time, within scope, and within budget.
  • Must ensure deliverables meet State quality standards.
  • Must behave professionally at all times.
  • Must not engage in unethical, illegal, disruptive, disrespectful, or underperforming behavior.
  • The State may request replacement of the resource if performance or conduct is not acceptable.

DELIVERABLES

  • Serve as Technical Lead for assigned projects.
  • Support the School Based Services EHR System implementation.
  • Lead technical design and technology build, test, and deployment activities.
  • Coordinate with software vendors to investigate and resolve application issues.
  • Support data migration and system interface implementation.
  • Review and support system documentation and training materials.
  • Support release management and go-live cohort activities.
  • Recommend system improvements to increase efficiency and reduce operational costs.
  • Support technical decision-making for infrastructure and platform needs.
  • Identify, prioritize, and communicate technical risks and technical debt.
  • Provide weekly status reports covering:
  • Completed tasks
  • Incomplete tasks
  • Delayed tasks with reasons
  • Planned tasks for the next two weeks
