Our Public Involvement Department focuses on the communications and outreach side of the development process for transportation projects. We have expertise in communication strategy, community outreach, public relations, technical writing, virtual engagement, event management, and graphic design. Our clients include the Texas Department of Transportation, VIA Metropolitan Transit, the City of San Antonio, and the San Antonio International Airport. JOB SUMMARY Works under limited supervision and is responsible for producing high-quality deliverables on time, within budget, and within scope. Works collaboratively with project teams to design, plan, and execute engaging public meetings, workshops, hearings, and other outreach efforts using a variety of approaches and communication channels. Represents clients in interactions with community members, stakeholders, and a wide variety of community groups and organizations, and supports community-related activities and events. Helps develop outreach strategies and materials designed to effectively reach and engage diverse audiences. This is a hybrid position based in Poznecki-Camarillo’s San Antonio office. ESSENTIAL FUNCTIONS Manage small to mid-sized public involvement projects or outreach tasks under general supervision, including work plans, budgets, scopes, schedules, and deliverables. Support project leads on moderate to complex public involvement programs and assignments. Plan, coordinate, implement, and document public involvement activities for transportation, planning, and other public sector projects, including public meetings, hearings, workshops, information sessions, stakeholder meetings, and special events. Develop and implement project outreach and communication plans that identify audiences and stakeholders, objectives, issues and challenges, engagement methods, schedules, and measures of success. Develop proactive communication strategies, messaging, and outreach approaches that promote transparency, build understanding, and keep communities and stakeholders informed and engaged. Research and recommend effective and innovative public involvement techniques appropriate to project needs and audiences. Develop clear, accurate, and public-friendly communications materials, including meeting materials, presentations, reports, newsletters, website content, press releases, social media content, and other print and digital materials. Support the development of public-friendly graphics and visual communications in coordination with project and creative teams. Represent clients professionally in interactions with the public, community stakeholders, elected officials, and other external audiences; present information and facilitate meetings and workshops as needed. Monitor, coordinate, and prepare timely responses to public, stakeholder, and media inquiries. Identify public concerns and recommend communication and engagement approaches that improve understanding, encourage meaningful input, and address project issues. Apply appropriate crisis communication, conflict management, and de-escalation techniques when working with the public and stakeholders. Collaborate effectively with multidisciplinary teams, including internal and external engineers, planners, environmental professionals, communications staff, clients, and consultants. Coordinate project activities across teams and vendors and provide guidance or mentorship to junior staff as appropriate. Contribute to a collaborative, accountable, and positive team environment. Travel throughout Texas as needed for client meetings, public engagement activities, and other project-related events. Perform other duties as assigned. EDUCATION Bachelor’s degree in English, Public Relations, Journalism, Communications, Marketing, Business, or related field. Six years of relevant work experience may be accepted in lieu of education requirement. MINIMUM REQUIREMENTS Bilingual in English and Spanish. 2+ years of experience in public involvement, community outreach, public relations, marketing, communications, event management, or a related field. Demonstrated experience successfully managing projects, tasks, schedules, and deliverables. Excellent written, verbal, interpersonal, and presentation skills, including the ability to communicate effectively with clients, team members, stakeholders, and the public. Ability to translate complex technical information and concepts into clear, accessible, public-friendly communications. Strong organizational, time-management, and prioritization skills, with the ability to manage multiple concurrent assignments and meet deadlines in a fast-paced environment. Strong critical-thinking and problem-solving skills with high attention to detail. Ability to work collaboratively with people in different roles, disciplines, and levels of an organization and contribute to a positive team environment. Ability to adapt to changing project needs, priorities, and work assignments, including changes on short notice. Demonstrated proficiency in Microsoft Office applications, including Word, PowerPoint, and Outlook. Working knowledge of Adobe Creative Suite, Canva and/or other graphic design and publishing software. Ability and willingness to travel frequently throughout Texas for public meetings and other client-related events. Ability and willingness to frequently work outside normal business hours, including evenings and occasional weekends, as required by project needs. PREFERRED REQUIREMENTS 3+ years of experience supporting or managing public involvement and community engagement efforts for state and/or local government clients. Experience with TxDOT public involvement requirements, processes, and procedures. Experience supporting transportation, planning, and/or civil infrastructure projects. Experience with public involvement conducted as part of the National Environmental Policy Act (NEPA) process. Experience with website content development and management. Video production and editing skills. Experience with digital engagement, survey, and email marketing platforms such as Social Pinpoint, SurveyMonkey, Mailchimp, Microsoft Forms, Google Forms, or similar tools.
