The State of Michigan Department of Technology, Management and Budget (DTMB) is seeking an experienced Senior Project Manager (PM3) to support the Michigan Gaming Control Board (MGCB) and Treasury through the Enterprise Portfolio Management Office (EPMO). The candidate will manage the Legacy Application Modernization of Business Systems (LAMBS), a multi-year, high-priority modernization project. The Project Manager will coordinate with both business and technical teams across multiple vendors and departments, ensuring successful delivery of objectives, risk management, and adherence to state-defined project management methodologies.

Responsibilities:

• Manage the full lifecycle of a multi-year IT modernization project (LAMBS) within the MGCB.
• Utilize the State of Michigan's PPM tool (Clarity) for scheduling, budgeting, and reporting.
• Lead cross-functional project teams, ensuring collaboration between business and IT.
• Prepare executive-level presentations, reports, and updates.
• Monitor and communicate project progress including cost, schedule, scope, quality, and risks.
• Manage project artifacts following SUITE PMM and SEM standards, including:
  • Project Charter, Schedule, Budget
  • Communication Plan, Risk/Issue Logs
  • Change Requests, Corrective Action Plans, Closeout Reports
• Facilitate and enforce the Change Management process for scope/schedule/budget deviations.
• Coordinate across departments and manage communication with external vendors and stakeholders.
• Evaluate vendor contracts, track deliverables, and ensure compliance with procedures.
• Act as liaison between technical and business teams and ensure alignment across functions.
• Understand project benefits and ensure alignment of project activities to those benefits.

Qualifications:

In-depth knowledge of and experience in IT project management, including industry standard and best practices. - Required - 7 years

Proven record for delivering projects on time and on budget in a formal project manager role - Required - 7 years

Experience establishing and maintaining project budgets, schedules, change requests, risk and issue logs - Required - 7 years

Experience developing and delivering project status - Required - 7 years

Experience using a project portfolio management systems and tools (eg.) Clarity - Required - 5 years

Advanced working knowledge of MS Project - Required - 5 years

Experience handling variety of stakeholders and system owners from other departments. - Required - 5 years

Experience providing project management services for IT Projects involving Commercial Off the Shelf Technology (COTS) - Required - 5 years

Experience managing multi-vendor environment in a government environment. - Required - 5 years

Possession of a Project Management Professional (PMP) Certification. - Highly Desired - 3 years
