SENIOR PERSONNEL SPECIALIST

Position Summary The Office of the State Controller’s Personnel and Payroll Services Division hires a Senior Personnel Specialist to serve as an expert resource and staff specialist within Personnel/Payroll Operations. The role focuses on researching and resolving complex payroll disability problems on a statewide basis, ensuring compliance with federal and state laws, policies, procedures, and contracting provisions. Responsibilities Research and resolve complex and sensitive disability payroll issues, evaluating automated processes and high-volume programs. Ensure documentation and transaction processing comply with federal & state laws, policies, procedures, and bargaining unit contracts. Audit and process disability payroll transactions, update files, histories, and generate daily payrolls and supplemental monthly payroll. Process pay‑generating transactions, transfer of funds between appropriations, and establish account receivables. Utilize PC software and applications to create payroll transactions and research references on the LAN and the Internet. Select correct payroll application, maintain, update and delete files as necessary. Upload files to the mainframe and request extraction for overnight processing. Develop and maintain unit training manuals. Review, monitor, and evaluate work of less experienced payroll/personnel specialists, provide training and input to their supervisors. Authorize PC uploads to the mainframe for entry‑level staff (multiple state employee payments and adjustments). Review technical letters regarding changes to personnel/payroll from the collective bargaining process. Ensure appropriate documentation instructions are provided prior to statewide distribution. Review and recommend adjustments to the Payroll Procedures Manual, Operations Guide, and personnel and payroll letters before distribution. Identify, document, and provide test data to analytical staff for system related issues. Provide information to the supervisor about operational needs, concerns, and improvements to existing policies and procedures. Project and maintain temporary overtime expenditures, develop annual workload projections for personnel operations and payroll offices. Compile statistical data and develop weekly and monthly reports of unit activities. Route, sort, and distribute incoming files to appropriate disability unit or staff. Qualifications Valid State Examination/Employment Application STD Form 678 (or electronic equivalent) completed. Resume required. Completed Senior Personnel Specialist Examination. Experience and education demonstrating ability to meet the minimum qualifications listed in the Classification Specification. Special Requirements Resume is required.
