The Principal Business Program Manager is a critical member of BGE’s Project Initiation Team, responsible for establishing centralized ownership, visibility, and escalating early-stage and portfolio-wide project risk for major Transmission and Substation capital projects. Partnering closely with Project Initiation leadership, Project Controls, Engineering, Planning, Finance, and Investment Strategy, this role leads risk identification during project initiation, develops and maintains standardized risk registers, and provides portfolio-level risk insights to inform governance decisions, capital forecasting, mitigation planning, and leadership escalation. By integrating risk, scope, schedule, and cost perspectives, this role strengthens project readiness, improves financial predictability, and ensures critical risks are identified, quantified where possible, assigned to accountable owners, and escalated before they impact execution, regulatory outcomes, or portfolio performance. The ideal candidate will possess demonstrated Transmission and Substation project experience, strong front-end project development expertise, and the ability to lead cross-functional risk management practices across complex utility capital portfolios. In addition, this role is responsible for portfolio-level risk monitoring across all centrally managed Transmission projects supported by PIT. The Principal Business Program Manager maintains a consolidated view of risk exposure, identifies systemic issues and emerging threats, tracks time-sensitive risks and decision points, and monitors mitigation commitments to ensure risks do not go unmanaged as projects progress from initiation. through execution. Acting as an early-warning and portfolio governance function, not a project firefighter, the role ensures the right risks are elevated to the right stakeholders at the right time, enabling proactive leadership decisions, stronger Investment Strategy coordination, and improved portfolio accountability. The Principal Business Program Manager does not perform project execution activities. Instead, the role enables successful execution by ensuring that risks are clearly understood, assessed for probability and impact, quantified where practical, assigned to owners, linked to mitigation strategies, and aligned with governance expectations prior to project handoff. This position plays a key role in transforming fragmented, siloed initiation practices into a disciplined, transparent, and enterprise-aligned project initiation and risk management framework. Position may be required to work extended hours for coverage during storms or other energy delivery emergencies. Primary Duties Develop, manage, and continuously improve PIT’s portfolio-wide project risk management framework, including risk identification practices, standardized risk register requirements, probability and impact assessment criteria, escalation thresholds, reporting cadence, and governance expectations. (25%) Lead structured risk identification with cross-functional stakeholders across Planning, Engineering, Project Controls, Finance, Investment Strategy, Project Management, Legal, Real Estate, Regulatory, and other supporting organizations. Apply risk identification techniques including workshops, interviews, assumptions analysis, lessons learned reviews, dependency mapping, readiness reviews, and review of scope, schedule, cost, permitting, regulatory, outage, constructability, and stakeholder inputs. (20%) Coordinate risk mitigation strategies with Investment Strategy, Finance, Engineering, Planning, Project Controls, and project risk owners to align risk exposure with capital planning, authorization timing, contingency assumptions, prioritization decisions, and mitigation commitments. (15%) Track risk owners, mitigation commitments, aging risks, overdue actions, escalation items, decision deadlines, and risks requiring leadership intervention. Ensure the portfolio risk register remains current and actionable rather than a static reporting tool. (10%) Develop, organize, and present portfolio-level risk reporting, performance reports, dashboards, executive narratives, and decision-support materials leadership, governance forums, and Investment Strategy discussions. (10%) Drive risk management process improvement by developing templates, guidance, training materials, recurring review routines, and quality checks that strengthen risk ownership, accountability, and consistent use of risk information across the project initiation lifecycle. (5%) Provide expert analytical, operational, and program management support to the Project Initiation Team, with emphasis on portfolio risk management, governance discipline, cross-functional alignment, and executive-ready communication. (5%) Manage large and or highly complex and often unique projects requiring application of established project management principles and techniques. Directly accountable to deliver project on time and at or below budget. (10%) Job Scope This is an individual contributor position that works independently with little or no supervision. The position requires integration of business knowledge, utility Transmission and Substation experience, project initiation practices, project controls principles, investment planning considerations, and functional priorities to address complex, non-standard portfolio risks and business situations. The position regularly mentors less experienced colleagues and supports process maturity across cross-functional project teams. Position requires routine interaction with key internal and external stakeholders, executives, directors, managers, and staff across the organization. The role is responsible for portfolio risk ownership, risk visibility, mitigation coordination, and risk reporting, but does not replace the Execution responsibilities of project managers, engineers, estimators, schedulers, or functional risk owners. Position may require working extended hours and or shift work to support business operations. Minimum Qualifications Bachelor's Degree in a business or S.T.E.M. field with a minimum of 7-10 years relevant experience. Advanced knowledge and understanding of applicable standards, methods, processes and practices, business fundamentals, and performance metrics in the specific functional area supported by this position (e.g., electric or gas operations, customer service, transmission and substation, distribution system operations, regulatory and external affairs). Advanced proficiency in standard software applications (e.g., Microsoft Project, Visio, Excel, & PowerPoint), and relevant specialized business applications (e.g., project portfolio management, requirements/test management, CIS/CRM, customer self-service, telephony, EPS, EAM, work management, & outage management) to support business needs. Demonstrated business acumen and ability to create value with advanced problem solving, financial/analytical, performance management, negotiation, and conflict management skills. Demonstrated ability to lead a cross-functional team. Demonstrated ability to build consensus, establish trust, meet critical deadlines, communicate effectively, and foster culture change. Customer driven with demonstrated excellent written and oral communication skills and ability to interact with people of all levels. Demonstrated ability to develop and implement process enhancements and efficiencies including new technology In lieu of degree, 9-12 years of relevant experience. Preferred Qualifications PMP, PMI-RMP, CAPM, Six Sigma, or equivalent project, program, process improvement, or risk management certification. Master’s degree in business administration, Finance, Economics, Engineering, Public Policy, Risk Management, Program Management, or related discipline, with coursework or focus areas on risk management, capital planning, portfolio management, project controls, or enterprise decision-making. Demonstrated experience in portfolio-level risk management, including development and maintenance of standardized risk matrices or registers, aggregation of project-level risks into a consolidated portfolio view, and identification of systemic or cross-cutting risks impacting capital delivery. Experience supporting front-end project initiation or feasibility activities, with strong understanding of how early-stage scope, schedule, cost, outage, permitting, regulatory, constructability, and stakeholder decisions influence downstream execution and financial outcomes. Proven ability to partner with Investment Strategy, Finance, Capital Planning, or Portfolio Management organizations to translate risk exposure into financial risk and opportunity implications, cash flow considerations, contingency assumptions, prioritization input, and capital portfolio guidance. Experience developing risk reporting, dashboards, metrics, or analytics using tools such as Power BI, Excel-based models, or similar platforms to communicate portfolio risk trends, escalation points, mitigation status, and decision triggers. Demonstrated ability to operate as an independent portfolio risk steward by monitoring risk status, tracking mitigation commitments, coordinating with accountable owners, and proactively escalating time-sensitive risks without owning execution-level resolution. Experience working within a regulated utility environment, particularly Transmission or large capital project portfolios, with understanding of regulatory, permitting, external stakeholder, reliability, outage, and capital recovery risks. Strong stakeholder engagement and facilitation skills, including the ability to influence cross-functional teams across Planning, Engineering, Project Controls, Project Management, Investment Strategy, Finance, Legal, Real Estate, and external partners.
