The Data Governance Analyst supports the implementation and continuous improvement of the company’s data governance framework. This role partners with data owners, stewards, custodians, program directors, Legal, and agency staff to strengthen data quality and protection, manage data access and sharing, operationalize governance policies, and promote data literacy and stewardship best practices.

Responsibilities

• Support data stewards in developing and maintaining data dictionaries, catalogs, and Dataset Reference Sheets.
• Lead and support data stewardship initiatives across divisions.
• Intake, triage, route, and track internal and external data requests through the centralized data sharing system.
• Maintain audit trails, enforce director accountability and delegation, monitor service-level adherence, and escalate overdue requests.
• Coordinate with Legal on Data Sharing Agreements, retention, and destruction obligations.
• Identify technical metadata sources and document business enrichment requirements.
• Author and update data quality rules tied to critical data elements, track issues, and report aging and closure metrics.
• Draft, review, and operationalize data governance policies and standard operating procedures.
• Maintain SOP libraries, change logs, and decision records.
• Translate governance policies into practical guardrails covering classification, handling, and retention.
• Develop and deliver data literacy, stewardship, and governance training for agency staff.
• Measure training effectiveness, improve materials for divisions with varying maturity, and create job aids, templates, and stewardship guides.
• Communicate complex governance topics to non-technical staff and build cooperation across divisions while enforcing governance guardrails.
• Define key performance indicators and quality metrics, provide progress reports to leadership, and support updates to the data governance roadmap.
• Identify opportunities to use data assets to improve efficiency and effectiveness.

Preferred Qualifications

• Two or more years of experience in data governance.
• Bachelor’s degree in Data Management, Information Systems, Business, or a related field.
