Combination Inspector I

Job Information Non‑exempt (compensatory and/or overtime eligible; additional compensation includes an annual work boot allowance); full‑time; 40 hours per week; Monday – Friday; 7:00 a.m. – 3:30 p.m.; full‑benefits. Placement and Salary Placement as Inspector, Electrical Inspector or Plumbing Inspector can occur depending on the qualifications of the selected candidate. Note: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate, with limited exceptions. Inspection Duties and Responsibilities Inspect building, plumbing and electrical installations during construction and upon completion to ensure proper materials and procedures are used. Maintain inspection records, prepare forms and reports, and ensure records are up‑to‑date. Check plans and specifications for installations and perform plan reviews on commercial projects as needed. Utilize the permits tracking system and other automated data sources to research, review and verify information. Respond to electronic, telephone and in‑person inquiries regarding residential building, plumbing and electrical code requirements. Consult with a Chief Inspector on difficult enforcement problems. Participate in non‑residential inspection of building, plumbing, electrical and other possible trades as required. Drive a County vehicle to various sites throughout the County. Minimum 9 years of building work experience that includes either plumbing or electrical installation work experience. Possession of ICC Residential Building Inspector – B1 certification (or ability to obtain and maintain within six months). Possession of ICC Combination Residential Inspector – P1, E1 and M1 certification (or ability to obtain and maintain within 18 months). Valid driver’s license. Possession of a State of Maryland Master Plumber’s or Electrician License (or a comparable license with ability to obtain reciprocity within 30 days after hire) will reduce required experience to 7 years. Master Electrician meeting all stated qualifications will be hired at a higher salary grade with a starting hourly rate of $29.43 per hour. Knowledge / Skills / Abilities Ability to maintain County Authorized Driver privileges. Considerable knowledge of methods and practices involved in installing, repairing and maintaining building, plumbing and electrical installations. Working knowledge of the International Building Code, Plumbing Code and National Electrical Code. Ability to obtain and maintain required certifications. Ability to effectively understand and interpret plans and specifications. Ability to determine code violations, evaluate corrective actions and approve work. Ability to use computerized systems and equipment effectively. Ability to develop and maintain effective working relationships with contractors, co‑workers and the public. Effective spoken and written English communication skills and ability to complete required paperwork. Preference May Be Given For Work experience as a building, plumbing or electrical inspector. Physical Requirements / Working Conditions Frequently sitting, walking, climbing, stooping/kneeling/crouching, driving; occasionally reaching and performing repetitive motions; rarely lifting up to 20 pounds, lifting between 20‑50 pounds. Frequently working indoors; occasionally working outdoors, in hot temperatures above 100 °F and cold temperatures below 32 °F; rarely walking on uneven ground, working in dirty/dusty environments, working in noisy environments, working near machinery; working in confined spaces. Additional Information / Examination Process Employees in this classification are designated as Non‑Essential. Available for varied working hours as needed. This position is subject to random drug testing. Exam Types Evaluation of training and experience. Written examination. One or more interviews. Pre‑employment physical examination and drug test. Total Compensation Package 11 days of vacation leave with increase after 2 years of employment. 15 days of sick leave with unlimited annual carryover. 11 paid holidays, plus 2 floating holidays (10 % and 11 % month employees may not receive all holidays). Retirement Plan A defined benefit retirement plan is provided for all regular County employees. Employees are automatically enrolled in either the Uniformed Plan or the Non‑Uniformed Plan, with 5‑year vesting. Retirement benefits are payable at normal, early or delayed retirement, and upon termination and in the event of death or disability. Health Insurance County employees have a choice of two medical insurance plans: an In‑Network (HMO) Plan or a High Deductible plan with a Health Care Savings Account. Medical insurance goes into effect on the first day of active employment. Dental Insurance Employees may select coverage from one of three dental plan options. Dental insurance goes into effect on the first day of the month following completion of 30 days of active employment. Flexible Spending Accounts The Flex Spending plan allows employees to pay health and day‑care expenses with pre‑tax dollars. Maximum contribution: $3,400 per year for Health Care Spending and $7,500 for Dependent Care Spending. Life Insurance Employees are insured for 2 times their annual salary in case of death and 2 times their annual salary for accidental death. Supplemental Life Insurance is also offered. Savings Plan – Deferred Compensation The County offers a Section 457 Plan. Contributions are invested at the employee’s direction into investment options offered by the plan. Educational Reimbursement Program County employees who have passed probation may apply for education reimbursement for courses related to their current job or for a promotional opportunity. The benefit covers the costs of job‑related non‑credit courses, reimbursing 75 % of tuition when a grade of at least a C is achieved, and requires reimbursement if the employee leaves within two years of taking a course. Employee Assistance Program Confidential assessment, referral and counseling services are available at no cost to all employees. Leave Annual Leave: Accrued after 6‑month probation. 0–2 years: 11 days; 2–10 years: 17 days; 10+ years: 24 days. Sick Leave: 15 days per calendar year. Available for employee’s child, dependent, spouse, parent or parent‑in‑law. Unused Sick Leave may be used for additional pension credit at retirement. Other types of leave include Family Medical Leave, Bereavement, Jury duty and Military leave. Holidays The County observes ten holidays every year and eleven holidays on general election years.
