This position serves the OSH division, providing expert guidance and assistance in the administration of the agency's national occupational safety and health programs and initiatives. This position starts at a salary of $106,437.00 (GS-13, Step 1) to $138,370.00 (GS-13, Step 10) GS Salary: Visit this link to view the locality pay tables by geographic area. Major Duties: Planning and directing occupational safety and health program activities, providing expert guidance and assistance in the administration of the agency's national occupational safety and health programs and initiatives. Advising management, as a trusted, confidential partner, on responding to employee allegations of unsafe or unhealthful working conditions, OSHA investigations of reported hazardous conditions or unsafe work practices, employee injury investigations, union grievances and unfair labor practices, related to occupational safety and health issues and injuries. Analyzing data and trends, identifying accident causes and draws conclusions based on those investigations, developing, and recommending remedial measures to prevent similar, future accidents or injuries. Serving as the Federal Emergency Response Official (FERO) for safety by researching and aiding stakeholders with establishing plans and procedures for fire, earthquake, nuclear, chemical, biological, natural disasters, and other catastrophes, and instructing personnel on those plans. Providing technical expertise in safety management principles to advise leadership and support the establishment, implementation, and continuous improvement of CBP's safety management framework and processes, including active engagement and communication with operational stakeholders across headquarters and field components. Qualifications Individual Occupational Requirement: Undergraduate or graduate education in the Major study of safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. -OR- Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. You qualify for this position if you meet the individual occupational requirement listed above and possess the experience as described below: Experience GS-13: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting program offices or components in implementing an organizational Safety Management System or comparable safety/risk management program, including monitoring implementation progress and providing status updates or reports to higher-level program or headquarters officials. Providing safety consultation and technical assistance to managers or senior leaders on establishing and maintaining a positive safety culture, implementing operational risk management practices, and determining acceptable levels of risk and risk acceptance authority within their area of responsibility. Supporting ongoing hazard identification and abatement processes; analyzing safety and incident trend data and root cause analysis results; and using that information to inform corrective and preventive actions, leadership briefings, and periodic program status reports. Developing and delivering safety or SMS-related briefings, presentations, or written communications to internal and external stakeholders, and assisting in the preparation of quarterly or other periodic SMS program status reports and internal evaluation summaries. Assisting in the development and deployment of safety or SMS training in coordination with program offices and operational components, and helping to establish or track measurable safety performance goals and periodic internal evaluations to determine the effectiveness of safety or SMS programs. You will receive credit for all qualifying experience, including volunteer experience.
