Program Analyst

Summary

The position is in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), within Loan Guaranty Service (LGY). In this capacity the incumbent serves as Program Analyst, Program Analysis, reports to the Chief, Program Analysis, and functions under the general administrative direction of the Assistant Director for Oversight, Loan Guaranty Service. The incumbent is responsible for the timely and accurate completion of assigned lender and servicer surveys.

Specific duties include:

• Directs and supervises a centrally directed, nationwide assessment activity related to loans guaranteed by VA.
• Analyzes Quality Review Team (GRT) data, and Full File Loan Reviews (FFLR) data to identify trends and develop risk-based lender assessments
• Draft timely and accurate reports. Completing lender and servicer assessment of broad scope and complexity
• Tracking and status reporting on Corrective Action Plans arising from findings along with reviewing findings and reports for concurrence
• Ensuring written reports are objective, factual, and in conformance with industry standards along with ensuring timely and accurate reports of identified trends in findings
• Creating reports and provided metrics senior leaders when requesting as well as creating and documenting enforcement standards and procedures for LGY
• Documents and tracks enforcement activities in designed systems of record to ensure proper close out and release from penalty including Indemnification Agreements, Hold Harmless Agreements, and Bill of Collections
• Reviewing, analyzing, and trending of risk data provided by external and internal survey teams
• Plans and directs a systematic program of Internal Control reviews of all aspects of the Loan Guaranty program in compliance with appropriate VA directives and guidance.
• Maintains liaison with other program oversight functions, especially GAO and OIG.
• Make policy recommendations regarding these activities to the Assistant Director.

Work Schedule : Full time, Monday-Friday, 6:00am-6:00pm

Telework : This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Relocation/Recruitment Incentives : Authorized

Relocation expenses and services (Permanent Change of Station - PCS) are authorized. PCS covers the relocation of a household for government convenience when transferring between duty stations. By accepting PCS, the selectee agrees to remain in Federal service for 12 months after the move. Failure to complete the service period may require repayment of PCS expenses. A relocation incentive is authorized. Before payment, the selectee must sign a service agreement to complete 12 months of employment after physically relocating and establishing a residence in Nashville, TN. The incentive will be paid as a lump sum.

TIME-IN-GRADE REQUIREMENT : As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement.

• For a GS-13 position you must have served 52 weeks at the GS-12 level.
• If you are a current VBA employee requesting reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-13 or higher and the promotion potential of your current position must be at least None

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

GS-13 Grade Level:

Specialized Experience: Is defined as possessing an expert knowledge of and skill in applying a wide range of concepts, approaches, practices, regulations, policies, precedents, and analytical, and procedures related to real estate, and home loan guidelines and regulations. Examples of this include but not limited to:

• The incumbent will have experience in examining loan programs, collecting and verifying bank or mortgage loans, loss mitigation, claims/collections, property preservations, loan modification and servicing portfolio of banks or other loans associations, performing financial analysis of commercial concerns for investment purchases, appraising real estate to determine property valuation, and government policy, communication, leadership compliance, regulation, and training.
• The incumbent should be able to audit and performing quality review/control of mortgage loans, analyzing data from various programs to underwrite a variety of mortgage loans, and making eligibility determination on a variety of loan types or grants,
• Meeting these needs that was earned at least within Loan Guaranty or another major mortgage guarantor/issuer.
• The ability to develop, adapt, and operationalize policies in the federal domain and to understand and support business line missions is necessary and manage projects and initiatives of complex activities with senior stakeholders.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work is primarily sedentary. Some carrying of light items may be required.
