The Community Detention (CD) Program is a statewide alternative to secure detention that allows youth to remain in the community under court-ordered home detention while awaiting further court proceedings. Youth participating in the program receive enhanced supervision and support through electronic monitoring, face-to-face contacts, telephone contacts, and routine engagement with Community Detention Officers (CDOs). The program provides 24-hour, seven-day-a-week monitoring and response coverage, including reviewing electronic monitoring alerts and coordinating with law enforcement, DJS staff, families, and other stakeholders when violations or concerns occur.POSITION DUTIES

Minimum Qualifications Education: Graduation from an accredited high school or possession of a high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation. Experience: One year of experience supervising youth in a structured environment, such as in a recreation center or school setting, or in a juvenile services facility or community program. Notes The above educational requirement is set by the Maryland Correctional Training Commission in accordance with the Correctional Services Article, Section 8-209, Annotated Code of Maryland. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Correctional Officer classifications or Correctional Officer specialty codes in the Miscellaneous Occupations field of work on a year-for-year basis for the required experience. Desired Or Preferred Qualifications Experience supervising, monitoring, or supporting youth involved in the juvenile justice system, including the use of electronic monitoring technology, face-to-face contacts, telephone contacts, and community-based interventions. Knowledge of juvenile court processes, legal terminology, court orders, case-management practices, and the roles of juvenile justice stakeholders. Experience developing, maintaining, reviewing, and updating juvenile case files, electronic records, case notes, reports, and other required documentation. Ability to assess youth compliance, identify concerns or violations, and communicate relevant information promptly and accurately to supervisors, case-management staff, courts, law enforcement, and other stakeholders. Experience working collaboratively with youth, families, community partners, service providers, and multidisciplinary teams. Strong written and verbal communication skills, including the ability to prepare clear, accurate, objective, and timely reports. Ability to manage multiple assignments, prioritize urgent matters, maintain confidentiality, and respond effectively in a fast-paced operational environment. Familiarity with trauma-informed practices, adolescent development, behavioral interventions, crisis response, and positive youth engagement. Proficiency in using electronic databases, case-management systems, GPS monitoring platforms, Microsoft Office, and other technology used to document and support daily operations.LICENSES, REGISTRATIONS AND CERTIFICATIONS
Candidates appointed to positions in this classification must obtain certification by the Maryland Correctional Training Commission. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland. Special Requirements In accordance with the Correctional Services Article, Section 8-209 of the Annotated Code of Maryland, the Maryland Correctional Training Commission shall establish the minimum qualifications for probationary or permanent appointment of a Department of Juvenile Services employee in a mandated position. These requirements are listed in detail in the Code of Maryland Regulations 12.10.01.04, general regulations of the Maryland Correctional Training Commission, and include: U.S. Citizenship or Resident Alien status Must be at least 21 years of age A thorough background check, including fingerprinting and drug testing An oral interview, and Physical and psychological examinations.
