Lead Data Specialist — Data Migration & ETL

Location: Albany, NY — Hybrid
Schedule: Full-time, 40 hours per week
Contract Duration: 30 months
Anticipated Start Date: October 20, 2026

We are seeking an experienced Lead Data Specialist to support a large-scale modernization of health and human services technology. This role will lead data requirements, source-to-target mapping, migration development, and validation to support a successful transition from legacy systems.

The ideal candidate combines strong SQL and ETL development skills with experience translating complex business requirements into accurate, well-documented data solutions.

Work Arrangement

Remote work exceeding 50% of scheduled hours, potentially up to 100%, may be approved by the direct manager. Arrangements are subject to change based on project needs. Candidates approved for fully remote work must attend monthly in-person meetings in Albany and additional major milestone meetings as needed.

Responsibilities

• Collaborate with subject matter experts, business analysts, and development teams to gather, document, and validate data requirements.
• Develop and maintain source-to-target mappings, including transformation logic and target data requirements.
• Analyze, document, and validate source-system metadata.
• Design, develop, and test ETL processes for migration into target systems, data warehouses, and data marts.
• Develop and test UNIX shell scripts and SQL queries; tune query performance during data loads and transformations.
• Define data profiling, cleansing, and transformation rules; coordinate profiling and cleansing activities with business users.
• Interpret profiling results, communicate findings, and resolve data quality and consistency issues.
• Document data synchronization and bridging requirements and support data conversion quality assurance testing.

Required Qualifications

• More than seven years working on complex projects, including at least two years in a leadership role as a specialist .
• More than seven years working on data conversion or data warehouse projects involving metadata analysis, source-to-target mapping, profiling, cleansing, target-system requirements, synchronization, bridging, and conversion testing. Experience must include UNIX shell scripting and query performance tuning during data loads and transformations.
• More than seven years supporting the full software development life cycle as a Data Analyst and ETL Developer on data warehousing or integration projects, from requirements through deployment.
• Strong experience writing SQL for relational databases such as Oracle, SQL Server, and PostgreSQL, and developing ETL processes using industry-standard tools or approaches such as Informatica, T-SQL, PL/SQL, or PL/pgSQL.

Preferred Qualifications

• Three or more years supporting government or public-sector data systems.
• Experience migrating legacy systems to modern platforms.
• Strong knowledge of staging, dimensional modeling, data warehouses, and data marts.
• Five or more years working with data quality processes, measurement techniques, business cases, profiling, cleansing, standardization, and match-and-merge functionality.
• Working knowledge of Python for data processing or automation.
• Experience supporting quality assurance and user acceptance testing for data conversion.
• Strong written and verbal communication skills with technical and nontechnical audiences.
