Responsibilities This position is located within the Safety Services Division of the Integrated Support Services (ISS) Directorate of the Library of Congress (Library). The incumbent serves as the Chief of the Safety Services Division and reports to the Director of ISS. The incumbent manages a variety of agency programs related to work areas, processes, and equipment to ensure the safety and environmental health of Library staff, researchers, and visitors. The incumbent serves as the principal safety and occupational health subject matter expert for the Library and represents the Library on federal and national safety committees. The incumbent works with the Architect of the Capitol and other federal agencies, including the General Services Administration, the Office of Congressional Workplace Rights, the Occupational Safety and Health Administration, and the Environmental Protection Agency to ensure compliance with applicable safety and environmental regulations. As the Safety and Occupational Health Manager, you will: · Provide direct oversight to the Safety Services Division staff and manage day-to-day operations of the Division. Outline the scope of assignments, indicate the policies and procedures to be followed, and assign priorities and target dates for completion. Conduct formal and informal training for staff. Approve leave requests, handle complaints, and initiate disciplinary actions when necessary. · Manage and coordinate a comprehensive safety and environmental health program for the Library's staff, occupants, researchers, and visitors. · Oversee the Library's environmental programs to maintain compliance with the Clean Water Act, Clean Air Act, Resource Conservation and Recovery Act, the Comprehensive Environmental Response, Compensation, and Liability Act, OSH Act of 1970 as applied by the CAA, Americans with Disabilities Act, and any other applicable Federal and state statutes. · Develop and promulgate safety and environmental health directives and procedures and promote understanding and communication of these policies and procedures throughout the agency. · Promote adherence to safety and occupational health rules, offer safety guidance, and provide consultative services to all levels of Library management as the Library's subject matter expert on occupational hazard risk management. · Monitor the progress of the Library toward safety, environmental health, and fire protection goals; and periodically evaluate goals to make appropriate adjustments. · Ensure fire prevention and protection measures to preserve the integrity of collections, the safety of Library staff, occupants, and visitors, and to assure the continuity of operations from the effects of a fire event. · Oversee the ergonomics program, coordinating with service unit ergonomic representatives and the Health Services Division. · Implement a hazard communication program to include abatement plans for the correction of identified hazards to minimize injuries to personnel and damage to agency property. · Conduct or direct risk evaluations and periodic safety and environmental health evaluations/inspections of Library workplaces. May be expected to work outside of 9-5 hours to respond to emergencies at any of the Library facility locations in the District of Columbia, Maryland and Culpeper, Virginia · Represent the Library in periodic audits conducted by Federal and state oversight agencies with jurisdictions at any of the Library locations in Virginia, Maryland, and Washington, DC. to include the biennial Office of Congressional Workplace Rights inspections. Convey the outcomes of any data analysis to upper management, staff or labor organizations as appropriate, and identify and track relevant KPIs · Negotiate for accountability and resolution of safety and environmental health concerns with the Architect of the Capitol and other federal agencies such as the General Services Administration, the Occupational Safety and Health Administration, the Environmental Protection Agency, and the National Institutes of Occupational Safety and Health. · Represent the Library on federal and national safety committees/organizations as participant or active member. · Facilitate the development, scheduling, and delivery of safety and environmental health training, both in person and virtually, for Library staff at all levels. This position will be performed 100% onsite. The position description number for this position is 451835. The incumbent of this position will work a flexitime work schedule. This is a supervisory, non-bargaining unit position. Relocation expenses will not be authorized for the person selected under this vacancy announcement. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to conduct job safety and environmental compliance, analyses, audits, and inspections.** Ability to develop and manage an environmental, safety and occupational health program.** Knowledge of environmental safety and occupational health laws/regulations/guidelines. Ability to develop and conduct environmental, safety, and occupational health education training. Ability to supervise and lead a diverse multi-disciplinary workforce with members who have a technically diverse background.** Ability to communicate in writing.
