Senior Program Manager, Housing Stability

*This is a full-time, hybrid role requiring employees to work from their local Housing Connector office at least one day per week.

We partner with property owners, housing providers, and community-based organizations to streamline the housing placement process and make it easier for people with housing barriers to secure and maintain stable housing.

Position Summary

The Senior Program Manager, Housing Stability will lead the design, launch, delivery, and ongoing development of Protect, Housing Connector’s cross-market housing stability program. Working in partnership with the SVP, Prevention & System Innovation, this role will turn the initial strategy into a scalable operating model, coordinate implementation across markets, evaluate results, and continuously improve the program based on data and partner and resident feedback.

The Senior Program Manager will own Protect from development through ongoing operations, bringing together internal teams, research partners, property partners, and other external stakeholders to deliver consistent outcomes across markets while adapting implementation to local needs.

What You Will Do

• Own Protect from program design through cross-market implementation, ongoing delivery, evaluation, and continuous improvement.
• Partner with the SVP to translate the program strategy, funding requirements, and research plan into clear timelines, responsibilities, workflows, and operating processes.
• Develop a scalable operating model that establishes consistent program standards while accounting for local market needs and capacity.
• Design the workflows, tools, documentation, and decision points needed to deliver and continuously improve the program across markets.
• Lead cross-functional implementation, coordinating internal teams and external partners to maintain accountability, resolve barriers, and support consistent execution across markets.
• Manage the program budget, including forecasting costs, recommending allocations, monitoring expenditures, and tracking funding milestones.
• Coordinate with research and evaluation partners to collect, analyze, and report information about program reach, implementation, and outcomes.
• Use data, research findings, and feedback from residents, property partners, staff, and other stakeholders to improve and expand the program.

What We Are Looking For

• Typically five or more years of relevant experience designing, launching, managing, and improving complex programs, including ownership of cross-functional initiatives.
• Strong program management skills, with the ability to turn strategy into an operating model and lead a program through design, implementation, ongoing delivery, evaluation, and improvement.
• Experience with program evaluation, including using data and findings to improve program design and delivery.
• Experience developing consistent program standards while adapting implementation to different markets, communities, or operating environments.
• Demonstrated ability to work independently in ambiguity, make sound decisions, and adjust an approach as new information emerges.
• Ability to challenge assumptions, test new approaches, and turn creative ideas into practical, measurable program improvements.
• Proficiency with Excel and experience using CRM and project management tools, such as Salesforce and Asana, to manage programs, analyze data, and track implementation.
• Ability to coordinate people who do not report to you, establish accountability, and keep shared work moving across teams.
• Strong written and verbal communication skills and the judgment to work effectively with organizational leaders, frontline staff, property partners, researchers, and external organizations.
• Experience managing a program budget, grant requirements, vendor relationship, or external contract.
• Commitment to Housing Connector’s mission and to developing programs that are practical, equitable, and responsive to residents and partners.
• Ability and willingness to travel approximately 10% for market visits, partner meetings, and other program-related activities.

Preferred Experience

• Experience with housing stability, financial assistance, eviction prevention, public benefits, healthcare, financial inclusion, or another resident- or customer-serving program.
• Experience launching or scaling a program across multiple locations, communities, or operating environments.
• Experience designing and testing new service-delivery models using data and participant feedback.

• Protect launches successfully in selected pilot markets with clear workflows, roles, and operating processes.
• Resident access to Protect expands through effective coordination with Property Partnerships and market teams.
• Housing Connector meets key funding, budget, research, partnership, and implementation milestones.
• Reliable results inform program improvements, expansion decisions, and future housing stability initiatives.
