About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 780th Military Intelligence Brigade, 781st Military Intelligence Battalion, located at Fort Meade, Maryland

Duties

Help

  • Serves as a Cryptologic Cyberspace Operations Specialist/Digital Network Exploitation Analyst (DNEA) for the 780th MI BDE, 781st MI BN.
  • Conducts computer (network and infrastructure) analysis to enable Cyber Warfare effects in support of national and theater intelligence requirements.
  • Leverages information derived from a variety of Computer Network Defense and Signals Intelligence (SIGINT) resources to identify events that occur or may occur on computer networks.
  • Performs initial and advanced analysis to establish target identification and operational patterns.
  • Exploits media and investigates computer security incidents.
  • Operates automated data processing (ADP) equipment for analysis, processing and reporting.
  • Develops, maintains, and reviews analytic working aids and databases to support target collection, identification, and location.
  • Performs analysis in support of Cyber Network Operations and Cyber Warfare plans, strategies and operations for the control and application of cyber capabilities.
  • Provides support to planning activities which include threat research and analysis, all-source fusion, threat documentation, defining intelligence requirements, collection management facilitation, interagency collaboration and coordination.
  • Assists with integrating Cyberspace Operations capabilities into operations/exercise design and integrating/synchronizing Cyber-related effects.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
  • Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Temporary duty (TDY) travel will be required 25% or less of the time.
  • Stress is inherent in the nature of work. The many short-suspense actions and pressures of time from nearly all contacts contribute to heightened demands.
  • Under crisis operations, may be subject to short notice expanded hours and possible recall situations and irregular work hours, including weekends and holidays.
  • Overtime/shift work may be required.
  • Position is Non-Combat Essential (NCE) in support of Army's mobilization and wartime mission during periods of increased tension and mobilization and could be assigned to any location worldwide.
  • Position is designated Mission Essential and the incumbent must be able to remain on duty or make every effort to report to duty on time during emergency and/or crisis situations.
  • Employees assigned to NCE positions must sign DD Form 2365, stating as a condition of employment, they understand the conditions described above and the requirements to maintain suitability for the assignment.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

To qualify based on your experience, your resume must describe at least one (1) year of experience equivalent to at least the GG/GS-12 grade level, or equivalent, which prepared you to do the work in this job. Specialized experience is defined as: Conducting Signals Intelligence (SIGINT)/Computer Network Exploitation (CNE) analysis to identify, assess, report, and brief on foreign computer network capabilities, vulnerabilities, and personalities; performing threat research and all-source intelligence fusion to integrate cyber capabilities, effects, or requirements into operational plans, strategies, or exercise designs; and, coordinating with cross-functional working groups to produce time-sensitive event briefs or threat reports for command staff. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-12).

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

  • This position requires a 2 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest. Continued employment requires written certification that it advances the public interest.
