About the role

Zenius is seeking an experienced Federal grants audit resolution practitioner to lead the resolution of single audit and Office of Inspector General (OIG) audit findings for a Federal grantmaking agency client. This is a hands-on leadership role. You will direct a team of audit resolution specialists and analysts, personally handle the most complex findings, and work directly with agency officials who make the final determinations. The work is governed by 2 CFR Part 200 (the Uniform Guidance), the Single Audit Act, OMB Circular A-50, the annual OMB Compliance Supplement, and Government Auditing Standards. Contractor work products in this role are advisory: agency officials retain all decision-making authority, including final determinations on questioned costs.

What you will do

• Lead the intake, quality control review, prioritization, and resolution of single audit reports and OIG audit reports for Federal grant programs.
• Analyze audit findings, evaluate grantee corrective action plans, and perform questioned cost analysis (allowability, allocability, and reasonableness) under 2 CFR 200 Subpart E.
• Draft management decisions, program determination letters, and related correspondence for review and signature by Federal officials, with every finding tied to the specific regulation, statute, or award term that applies.
• Prepare and track corrective action plans, evaluate grantee evidence of completion, and prepare closure documentation.
• Draft management responses and corrective action plans for OIG recommendations and track them to closure.
• Serve as the day-to-day counterpart to agency audit resolution and program office staff; brief analyses, incorporate reviewer feedback, and document the resolution of disagreements.
• Establish and maintain quality control over the team's work: citation accuracy, peer review, templates, checklists, and work instructions.
• Direct financial compliance testing and internal control reviews performed by the team, and approve draft findings and reports.
• Provide technical assistance to grantees and program offices on audit resolution questions, and support the client's annual Compliance Supplement input.
• Supervise, train, and calibrate a team of audit resolution specialists and analysts; manage workload against volume and timeliness targets; report status monthly.

What you bring

• Ten or more years of Federal grants management, grants oversight, or grant audit experience, including at least five years resolving single audit or OIG findings at a Federal grantmaking agency or a state pass-through entity.
• Direct experience preparing management decisions, program determination letters, notices of final action, or equivalent determinations, including questioned cost analysis and corrective action plan evaluation.
• Working mastery of 2 CFR Part 200 (Subparts D, E, and F), the Single Audit Act, OMB Circular A-50, the OMB Compliance Supplement, and Government Auditing Standards.
• Experience using Federal Audit Clearinghouse data and an agency audit tracking system to manage a resolution workload.
• Experience supervising or leading a team of five or more analysts in a production environment with volume and timeliness targets.
• Strong analytical writing; the ability to produce determinations that are legally and financially defensible.
• U.S. citizenship and eligibility for a Federal Public Trust background investigation.

Nice to have

• CGMS, CPA, CIA, or CGFM credential.
• Former Federal service in the 1109 (Grants Management) or 0511 (Auditing) series at GS-13 or above, or equivalent contractor leadership of a Federal audit resolution function.
• Experience with education, workforce, or social services grant programs; experience with debt establishment, appeals, or legal counsel coordination on disputed determinations.
• Experience working with workflow or decision-support tools that produce first drafts for human review.
