NYWC Lieutenant (Investigations)
The New York Waterfront Commission (NYWC) is a law enforcement agency vested with licensing, regulatory, and investigative powers. The NYWC's mission is to investigate, deter, combat, and remedy criminal activity and influence in the Port of New York, and to ensure fair hiring and employment practices so that the Port and region can grow and prosper. The agency conducts investigations into waterfront practices and works with federal, state, and local law enforcement partners in complex criminal investigations pertaining to labor racketeering and organized crime. It conducts disciplinary hearings before administrative law judges to deny or revoke licensure for statutory violations, and to bar those who pose a danger to the public peace or safety or who lack the requisite good character and integrity from port employment.
At the direction of the Chief of Police, the NYWC Lieutenant (Investigations) directs, coordinates, and oversees complex, long-term investigations of labor racketeering and organized crime in the Port of New York, possible violations of the Waterfront Commission Act, including prohibited association with organized crime figures and career criminals. The Lieutenant supervises investigative teams in criminal and administrative investigations.
Primary responsibilities include, but are not limited to:
- Oversee investigations involving enterprise corruption, traditional organized crime groups, and complex, multi-defendant cases involving significant legal or public interest implications.
- Serve as a task force liaison and coordinate closely on joint investigations with local, state, and federal law enforcement agencies.
- Assign cases, monitor investigative progress, and ensure timely, thorough, and legally sound case development.
- Provide guidance on investigative strategies, interview techniques, and use of surveillance or covert methods.
- Review investigative reports for accuracy and completeness.
- Conduct performance evaluations, counseling, and discipline in accordance with applicable divisional policies.
- Manage unit resources, including personnel assignments, overtime, and specialized equipment.
- Ensure that all information and directives are accurately and timely communicated throughout the chain of command.
- Testify as necessary at criminal and administrative proceedings.
- Coordinate with command staff and legal counsel on sensitive matters.
- All other duties as may be assigned by the Chief of Police.
Minimum qualifications:
- A minimum of 10 years of law enforcement experience with a local, state, bi-state, or federal law enforcement agency, including at least including 10 years of experience as a uniformed Police Officer. Certified New York Police Officer status is preferred.
- Experience in a supervisory position of Lieutenant rank or above directing, coordinating, and overseeing complex, long-term investigations into labor racketeering and organized crime in the Port of New York, including fraud, theft, illegal gambling, loan sharking, extortion, and drug trafficking and other waterfront practices, including possible violations of the Waterfront Commission Act (WCA).
- Experience in a supervisory position of Lieutenant rank or above directing, coordinating, and overseeing investigations into WCA-prohibited association with organized crime figures and career criminals, and significant familiarity with the WCA and New York State criminal law and procedure.
- Demonstrated qualifications and recognized expertise in the investigation of organized crime, including enterprise-based criminal activity.
- Demonstrated proficiency in leading interrogations and undercover operations, physical, electronic and other methods of surveillance, executing search warrants, developing confidential informants and testifying at adjudicatory hearings.
- Demonstrated experience working with local, state and federal law enforcement agencies, as well as established contacts within the law enforcement community in the State of New York.
- Functional knowledge of technical equipment used in law enforcement investigations, such as audio and video surveillance devices.
- Must be a United States citizen and possess a valid driver's license.

- Excellent communication, interpersonal and presentation skills.
- Demonstrated ability to work in a high-profile, high-pressure environment effectively.
- Proficiency with investigative technology, databases and case management systems.
- Candidates must be of good moral character and have not committed incidents involving perjury or false statement.
