The following position is available to Veterans, Transitioning Military, National Guard and Reserve Members, Military Spouses, Wounded Warriors, and their Caregivers. Unless specifically stated otherwise, this role is "On-Site" at the location detailed in the job post. This position’s primary responsibility is to provide the full breadth of Child and Youth Behavioral (CYB) counseling services to children of all ages of military service members and their families at military installations and off-military installations. Services include non-medical counseling, training/health and wellness presentations, consultation with parents, personnel, schools, and consultation to installation command regarding behavioral health issues affecting children and youth. School counselors will be assigned to DoDEA schools and community schools and must have experience working in a school setting to qualify for a school position. School counselors may also be assigned to youth programs, summer camps, and on-demand assignments. Counselors work closely with installation and military branch points of contact (POC) to assure that the program is provided within scope and meets the needs of the installation and the schools. Responsibilities Provide non-medical, short-term, solution-focused counseling directly to eligible children and youth at assigned primary and secondary locations. Services include assessment, brief counseling and consultation, action planning, referral to resources, and follow-up as indicated. Support the staff and personnel of DoDEA, community schools, summer camps as well as provide parent training and guidance. Provide training and health and wellness presentations, and participate in health fairs and other base/installation activities focused on children and youth. Enter counselor activity data daily through a smartphone or web application to ensure accurate reporting and confidentiality. Establish and maintain working relationships with community resources focused on children and youth and provide appropriate linkages. Consistently be visible within the school so that MFLC services are accessible when working with children, abiding by line-of-sight protocol. Partner with POC to provide CYB services in a manner that addresses the needs of the installation/facility, and develop an effective and professional working relationship with the installation/facility POC. Manage duty to warn and restricted reporting situations according to DoD protocol and staff cases with the Regional Supervisor/Regional Director. Communicate with the Regional Supervisor, participate in regular supervision, and share information regarding trends and issues on the installations and in facilities assigned. Respond to critical incidents and special requests as directed by the POC and approved by the Office of the Secretary of Defense (OSD) program manager, flexing schedule to respond to urgent requests as needed. Participate in regular in-services, training, Quality Improvement committees, initiatives, studies and pilot programs, complete required documentation, integrate pilot activities, and utilize applicable technology. Perform all other duties as assigned. Qualifications and Responsibilities Master’s Degree from an accredited graduate program in a mental health related field. Valid unrestricted independent counseling license from a State, District of Columbia, U.S. Territory or Commonwealth that allows independent practice. Minimum two years of post-licensure clinical experience. Intermediate-level competencies in technology and software (Microsoft Suite, internet navigation, smartphone/tablet and application navigation, video-conferencing). Ability to engage and communicate with military members or children in any physical location on a military installation and/or school setting. Ability to traverse short and long distances within the base, including rugged outdoor locations, and work in outdoor weather and military base conditions. Knowledge of site-specific requirements, current immunizations, and record of receipt when required. U.S. citizenship and fluency in English. Empathy and sensitivity for children, service members, and families. Ability to develop trusting, helping relationships and work with diverse backgrounds. Pass a Child National Agency Check and Inquiries (CNACI) Clearance and an Installation Records Check (IRC), Criminal History Background Check and FBI Fingerprints Check. Vehicle operator’s license required unless waived; may need U.S. military vehicle operator’s permit for TDY locations. School counselors must have past work experience in a school setting to qualify for assignment.
