Transportation Safety & Security Specialist Locations Showing 1 location Seattle, WA 98104, USA Hybrid Safety Full-Time Requisition #: TRANS003707 Description Salary range is $81k to $149k with a midpoint of $101k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. Paid Time Off: Employees accrue 25 days of paid time off annually with increases at four, eight and twelve years of service. Employees at the director level and up accrue additional days. We also observe 12 paid holidays and provide up to 2 paid floating holidays and up to 2 paid volunteer days per year. Parental Leave: 12 weeks of parental leave for new parents. ORCA Card: All full-time employees will receive an ORCA card at no cost. Tuition Reimbursement: Sound Transit will pay up to $5,000 annually for approved tuition expenses. GENERAL PURPOSE:
Under direction from the Transportation Safety & Security Manager and Senior Specialist(s), implements and assists in completing the transportation safety and security mission. Within an assigned region, this work includes the safety and security certification program, safety and security assessment program, and the physical security program. Supports projects continuously into operations and interfaces with other agency departments and divisions, local emergency responders, building codes officials, and federal representatives as needed/requested.ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. Assists Senior Specialist(s) and the Transportation Safety & Security Manager to develop internal safety and security rules, policies and guidelines; prepares manuals, training outlines and employee standard procedures. Provides support to oversee day-to-day safety and security activities for all modes at various rail facilities and along the alignments; assists in evaluating and completing each mode’s compliance with the Agency Safety Plan’s safety and security elements; interfaces with staff from other departments on behalf of the Safety Department; and promotes open communications to promote a positive safety culture and partnership with internal and external partners. Works with Senior Specialist(s) in developing recommendations on safety and security policies, procedures and standards for physical security design criteria, physical security systems implementation, maintenance, repair and life cycle management. Notifies management regarding violations of safety and security regulations and codes in formal reports; makes recommendations for corrections and follows-up to ensure that violations have been corrected. Conducts scheduled and unscheduled safety and security inspections of Agency facilities and equipment or other public/work site facilities and locations within assigned region to ensure compliance with applicable federal, state and local codes, regulations and guidelines. Coordinates with local first responders and staff from state and federal agencies such as the Washington State Department of Transportation and the Department of Homeland Security. Assists in developing hazard analyses, threat vulnerability assessments, and Safety & Security Certification Verification Reports. Assists the Senior Specialist(s) in updating, reviewing, interpreting, implementing, and monitoring the Safety and Security Certification Program for compliance with ST agency, local, state, and federal requirements. Assists the Senior Specialist(s) and Manager to conduct the safety and security reviews of design packages and construction submittals; performs code analysis of municipal, state, and national codes for applicability to Agency project(s); and performs evaluations and prepares recommendations for code compliance of specific design and construction elements. Assists the Senior Specialist(s) and Manager to perform safety reviews of directives, rules and procedures for all modes; and to review train orders, track access, and status of train and facilities operations, as required. Reviews incident statistics and hazard reports to generate remedial recommendations and drafts summaries of any findings for further review and trend analysis. Promotes a positive safety and security culture. Participates on committees or work groups as assigned; attends professional conferences as assigned; maintains awareness of new trends and developments in the safety and security fields. Education and Experience: Bachelor’s degree in Engineering, Business Management, Security, Criminal Justice, Risk Management, Health and Safety, or closely related field. Four years of experience working in safety and security programs with specific work in conducting safety assessments, threat and vulnerability assessments, developing physical security protection systems, safety and security design reviews, transit safety and security certification or safety management system in a medium to large organization, preferably in a transit related industry; or an equivalent combination of education and experience. Required Licenses or Certifications: Valid state driver’s license.This rolewill perform inspections on construction sites, stations, and facilities, including locations that are not currently served by transit. Driving an agency vehicle will be necessary to perform inspections along our full alignment. Required Knowledge and Skills: Principles and practices of safety and security risk identification, hazard analysis and/or threat and vulnerability assessments. Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases. Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets, presentations, and reports. Establishing and maintaining effective working relationships with other Agency staff, design consultants, outside agencies, contractors, community groups, and the general public. Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies. Applying principles and practices of hazard management including risk assessment, hazard analysis and/or threat and vulnerability assessments. Maintaining confidentiality and/or data sensitivity with demonstrated security/safety experience and knowledge, including project planning and implementation. Developing and delivering presentations and presenting ideas and concepts orally and in writing. Evaluating operational safety and security requirements and processes. Ability to create acceptable work products with aggressive deadlines. Flexibility to manage and meet milestones for multiple projects. Applying project management techniques and principles. Preferred Knowledge and Skills: Principles of Access Control Systems, Alarm Systems (intrusion and duress), Barrier Systems (Fencing, Pedestrian, and Vehicle), Communication Systems (Customer Emergency Stations, Mass Notification, 800Mhz Radio), and Surveillance Systems (CCTV and Lighting). Crime Prevention through Environmental Design (CPTED) and physical security principles. Pertinent federal, state, and local laws, codes, and regulations related to safety and security certification. Physical Demands / Work Environment: Work is performed in a standard hybrid office and field environment. Work is performed in a hybrid environment with an expectation of working in office a minimum of 3 days per week. Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and/or extreme noise. May be exposed to active rail lines or operational rail areas. Position is responsible for field inspections and assessments. May be subject to bending, climbing, eye/hand coordination, grasping, hearing, kneeling, pushing, pulling, reaching, repetitive motion, sitting, standing, talking, seeing, walking, and carrying and lifting up to 50 pounds. Position may require on call and weekend and night shifts to support significant safety or security events, incidents, operational issues or other time-sensitive needs.
