Purpose of Position Under the direct supervision of the Assistant Superintendent of Financial Services, manage preparation, monitoring, and evaluation of the district budget; assist with budget activities; monitor fiscal activities including supporting financial systems. Supervisory Responsibilities Coaching, performance evaluation, feedback provision, accountability and alignment with District priorities and strategic goals. Supervise two staff: Analyst – Budget & Staffing; Budget and Accounting Clerk. Essential Duties and Responsibilities Budget and Accounting (60%) Develop budget calendar and align with strategic priorities. Calculate state revenue limits and equalization aid impacts. Analyze and review budget questions, respond to legal changes. Align district budget to board priorities and core values. Format and calculate school budget allotments. Develop and monitor budget standards and implementation expectations. Support and monitor district budget across schools and departments. Prepare and facilitate budget transfer. Collaborate with Grants Coordinator and PBPA donation accountant on donation processes. Develop and create scenarios to monitor district budget, including custom reporting. Identify trend analysis in budgets. Provide financial data summaries as requested. Recommend and implement strategies for continuous improvement of budget development and monitoring. Oversee state law required Fall Budget Report. Collaborate with Comptroller on Department of Public Instruction School Based Financial reporting. Prepare Board of Education reports. Assist with budget area responsibilities and support. Maintain and manage the District's Chart of Accounts (COA). Update COA following WUFAR coding structure updates. Oversee state reporting and related software interface design. Staffing and Allocation (25%) Position control and staffing allocation maintenance. Review budgeted staff allocations. Develop and create scenarios upon request. Complete staff allocation preparation and analysis. Support staffing workbook design and implementation with schools and departments. Supervise accuracy of daily allocation tracking process districtwide. Analyze enrollment projections for staffing needs. Forecast development and analysis of expenditures and revenue projections. Assist and support staff through budget management and staffing allocation. Coordinate assignment of school budget liaisons with Comptroller. Fiscal Activities (10%) Coordinate and supervise budget staff in Planning, Budget, Purchasing and Accounting. Coordinate and collaborate on supporting the MMSD financial enterprise system. Other Duties as Assigned (5%) Perform duties assigned by executive leadership. Attend district and school functions supporting strategic framework and core values. Complete required district training. Build collaborative relationships with business partners. Working knowledge of Generally Accepted Accounting Principles, GASB requirements, and Wisconsin Uniform Financial Accounting Requirements. Required Qualifications Master’s degree in finance, accounting, computers, or related fields, or equivalent training and experience. Professional administrative experience in an educational or public administrative setting. 2-5 years in progressively responsible positions in a large organization. Experience with GAAP, GASB, and WUFAR. License or Certification Requirements DPI 5008 – School Business Administrator license preferred, but not required. Physical Requirements Ability to work under generally safe and comfortable conditions, lift up to 25 pounds occasionally, walking, sitting, stooping or reaching. Manual dexterity for general tasks and office equipment usage. Stationary periods possible. Working Conditions Work may require travel to various locations within the district and to off-site meetings. May include evenings, nights, and occasional weekends.
