Salary and Benefits Salary Range: $5,054.00 per month to $7,178.00 per month. Classification Credential Analyst II About Cal State East Bay Cal State East Bay's beautiful main campus is located in theHayward hills with panoramic views of the San Francisco Bayshoreline. About the Position Please Note: Review of applications will begin on September4, 2026. The Graduate School of Education (GSE) comprises three departments.The Office of the Associate Dean is responsible for the supervisingpersonnel, budget, and office functions of the Credential StudentService Center (CSSC). The CSSC provides services to all programsleading to a credential issued by the State of California and isthe direct link to the California Commission on TeacherCredentialing (CTC). The CSSC provides support to CSUEB departmentswith credential programs and serves the general public regardinginformation on certification policies and procedures. The officeadvises students about credential requirements; maintains accuratedata on enrollments and student progress; certifies readiness forfield experience; and processes all materials related to theapplication for a credential. The Credential Analyst position is to maintain continuous oversightof candidate files; interpret laws and regulations for candidates,faculty, staff, and the general public; provide accurate advice tocandidates related to completion of credential programs; facilitatepresentations to prospective students and candidates finishing theprogram; provide candidates and team leaders with quarterly updatesof candidate progress; and issue documents to potential employersverifying program completion. Additionally, this position isresponsible for conducting the final review of candidates’ recordsto determine credential eligibility and for formally recommendingqualified candidates to the Commission for credentialissuance. Responsibilities Credential Evaluation Maintain continuous oversight of candidate files, includingtranscripts and other documents required by each credentialprogram. Accurately interpret and apply state, university and programrequirements for each credential program to assess documentedcandidate qualifications. Accurately inform candidates when documents are incomplete,inaccurate, or missing. Process applications for admission. Process credential applications and update records. Advisement Interpret laws and regulations to advise candidates regardingcoursework necessary to meet California credentialingrequirements. Conduct workshops for candidates who have completed theprogram. Advise out-of-state and out-of-country trained candidates onprocedures to obtain initial California credentials. Assist faculty members, other staff, and administrators ininterpreting state requirements on all certifications. Provide on-call advice to credential holders of renewalprocesses and requirements. Admissions Assist with processing admissions for all programs. Assist with Peoplesoft coding for completers. Classroom Presentations Advise and hold Q&A sessions with completing students toassist in the actual application process and review requirementsfor added authorizations. Inform candidates regarding any pending regulatorychanges. Effectively communicate with credential candidates, faculty,staff, other institutions, employers and service users. Facilitate presentations for prospective students. Updates/Reporting Conduct updates of candidate records to document progress. Provide accurate reports of progress to candidates and facultyadvisors. Assist with gathering data for reports required for ChancellorsOffice, State, and Federal Agencies. Authority to Recommend Issuance of Credentials Final review of student records to determine eligibility forcertification. Full authority to notify and submit online recommendations tothe California Commission on Teacher Credentialing that acredential, certificate or teaching permit be issued to anapplicant. Verifications Issue verification of program completion to candidates, schooldistricts, and county offices of education, providing a basis foremployment to our teachers. Minimum Qualifications Knowledge Comprehensive knowledge of State standards and requirements forthe full range of teaching credentials. Thorough knowledge of educational practices related toemployment of teachers with credentials, certificates, or permitsin the California school systems. A comprehensive understanding of the credentialing process;thorough knowledge of school internship programs. A general knowledge of teacher preparation programs. Experience Equivalency of two years of experience in the review, analysis,evaluation or processing applications for teaching credentials,certificates or permits. Equivalency of one year of the above required experience may beequated with any combination of the following: Two years of experience processing academic records todetermine eligibility for admissions or degrees. One year ofcollege level education (full-time equivalent) may be equated forup to one year of the academic record processing experience OR Two years of experience performing technical, clerical orsecretarial duties involving formulation, revision orinterpretation of academic requirements or courses. One year ofcollege level education (full-time equivalent) may be equated forup to one year of the technical, clerical or secretarialexperience. Preferred Skills and Knowledge Demonstrates ability to understand and use data managementsoftware systems used for the Credential Student ServiceCenter. Demonstrates ability to communicate effectively, orally and inwriting, with department chairs, faculty, students, the universitycommunity, and the general public. Demonstrates ability to use CSU East Bay computer-based toolssuch as: PeopleSoft, Singularity and the Credential ServicesStudent Center designed Database (MyCOE) and acknowledgement ofcomputer applications such as: MS Word, Excel, Access, PowerPointand Internet. Demonstrates ability to work independently and handle multiplepriorities and projects and the ability to organize and prioritizeworkload to meet deadlines. Demonstrates ability to maintain a high level ofconfidentiality and appropriately handle sensitive communicationsaccording to the Family Educational Rights and Privacy Act. Demonstrates the ability to advise applications, candidates,and students on the routes to certification. Demonstrates troubleshooting skills and resolve difficultsituations. Demonstrates ability to understand CTC and CAEO accreditationpolicies/procedures. Demonstrates a knowledge of California’s teaching credentialrequirements, including Teaching Performance, Assessment, and theassociate Teaching Performance Expectation. Demonstrates knowledge acquired from attending the annualconference training with the Credential Counselors and Analyst ofCalifornia (CCAC) and the Commission on Teacher Credentialing(CTC), the state agency that oversees education preparationprograms. Condition(s) of Employment Satisfactory completion of a background check (including LiveScan,as appropriate), that may include, but is not limited to: criminalrecords check, verification of academic credentials, licenses,certificates, credit history, professional references and/orverification of work history is required for employment. Cal StateEast Bay will issue a conditional offer of employment to theselected candidate, which may be rescinded if the background checkreveals disqualifying information, and/or it is discovered that thecandidate knowingly withheld or falsified information.Unsatisfactory results may also affect the continued employment ofcurrent Cal State East Bay employees who were conditionally offeredthe position. All background checks are conducted through the university'sthird-party vendor, Accurate. LiveScan is conducted through theUniversity Police Department.
