Supervisory Social Worker - Recovery Services

Summary As the Division Director of Recovery Services, the incumbent has clinical, technical, professional, supervisory, and administrative responsibility for all aspects of the SUD division in the Behavioral Health Service. Recovery Services includes programs such as Intensive Outpatient Treatment; Low intensity Rehabilitation/Aftercare; Ambulatory Detoxification; On-site Suboxone (buprenorphine) services; Tobacco Cessation; and Dual Diagnosis Treatment (SUD/PTSD and SUD/SMD). Qualifications Citizenship: person must be a citizen of the United States. Non‑citizens may be appointed under certain circumstances. English Language Proficiency: proficiency in spoken and written English, as authorized by 38 U.S.C. § 7403(f). Education: master’s degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools in candidacy status do not meet this requirement until the school is fully accredited. A doctoral degree in social work may not be substituted for the master’s degree. Licensure: must be licensed or certified by a state to practice social work at the master’s degree level, or qualify under the Grandfathering Provision described in the VA Qualification Standard for this occupation (applicable only to current VHA employees). Grade Determinations: supervisory social worker – GS‑13 Experience/Education. Experience: one year of experience equivalent to the GS‑12 grade level, demonstrating advanced practice skills in a specialty area or in administration with progressively greater competency and judgment. Post‑master's training: certificate or other post‑master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Advanced practice licensure: individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level and able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: Ability to independently organize work, set priorities, and meet multiple deadlines. Skill in supervisory duties, including clinical supervision, consultation, negotiation with other departments, and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties accurately and timely. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity. Physical Requirements: Ability to sit frequently and for long periods. Ability to spend long periods on a computer. Good hearing and eyesight. Clean and neat appearance. May require travel. Close visual acuity for tasks such as analyzing data, transcribing, viewing a computer terminal, extensive reading, and repetitive wrist, hand, and finger motions. Duties The incumbent interprets policies, procedures, directives, and information letters from VA Central Office, VISN, and local facility leadership to ensure adherence by Recovery Services staff. Develops and maintains policies and procedures concerning patient care, specifying program and service operation, and evaluates such programs and services as necessary. Provides public relations and community education regarding VA programs and services to social, medical, mental health, legal, and housing and welfare organizations, including federal, state, county, and city government offices and private non‑profit service agencies. Represents the VA at meetings with stakeholders, community partners, and other agencies; collaborates to form partnerships and develop alternatives and improvements to current service delivery systems. Manages and coordinates day‑to‑day operations, administrative tasks, clinical staff, and quality improvement meetings and activities. Oversees practice, qualifications, competencies, ethical standards, and concerns that may arise from staff and treatment provided. Oversees provision of services to all Recovery Services programs. Reviews workload, productivity, utilization, and cost data for staff, programs, and services, communicating data to staff for program and service assessment, implementation, and evaluation. Carries full administrative responsibility and consults closely with local disciplinary leadership regarding clinical issues. Knows and understands a wide range of clinical concepts, administrative principles, and management practices, applying this knowledge to difficult and complex situations. Knowledge of VA administrative procedures related to personnel actions, control point and fiscal management, veteran eligibility and benefits, and community resources. Serves as Control Point Official for funds related to Recovery Services. Benefits Work Schedule: Monday‑Friday, 8:00 am – 4:30 pm (EDRP). Former EDRP participants are ineligible to apply for incentive. Pay: Competitive salary with regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade). Paid Time Off: 37‑50 days of annual paid time per year (13‑26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays). Selected applicants may qualify for credit toward annual leave accrual based on prior work experience or military service experience. Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full‑time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Retirement: Traditional federal pension (5 years vesting) and federal 401(k) with up to 5% contributions by VA. Insurance: Federal health, vision, dental, term life, and long‑term care; many programs can be carried into retirement. Telework: Available (ad hoc).
