Facilities Manager

Salary Range: $78,700 - 96,700 based onexperience. Purpose/Customer Impact Directs the Facilities Group, overseeing the maintenance, fleet, and stockroom programs. Manages buildings, core systems, and support services to ensure all PWD infrastructure is safe, efficient, and fully operational. Supervises department staff, optimizes resource utilization, and drives capital planning to align facilities assets with the District's Strategic Goals. Reporting Relationships Reports to Director of Asset Management and Planning Direct Reports Facilities Maintenance, Fleet and Stockroom personnel Interrelationships Maintains daily contact with department forepersons and supervised employees, regular contact with contractors, vendors and PWD staff throughout Engineering, Operations, Safety and others as required. Independent Action Use independent judgment to provide direction, planning, and management for the facilities workforce. Responsible for implementation of departmental goals. Essential Accountabilities Manages District assets within Administrative Facilities, Fleet and Stockroom. Plans, organizes, supervises and coordinates the operation, maintenance, adjustment and repair of the District's Facilities related assets including administrative buildings and associated facility equipment including building automation, HVAC, mechanical, electrical, plumbing, security, fire/life safety systems, and grounds maintenance programs. In coordination with Operations Groups, establishes and manages District wide facilities building maintenance programs. Acts as project lead for various facility related capital projects. Develops 5 and 20-year Capital Improvement Programs for Administrative Facilities and Fleet. Establishes standards and safe work practices for operational and maintenance tasks. Creates and maintains Standard Operating Procedures for the functional areas including Facility Maintenance, Fleet Maintenance and Stockroom operations. Develops, prepares and implements annual work plans and budgets. Ensures the appropriate and cost-effective allocation of resources. Develops employees for current and future roles. Provide a training program to develop staff. Makes continuous learning part of the daily tasks. Evaluate and manage employee performance. Performs administrative and supervisory duties in the functional areas. Coordinates the resources to achieve program goals. Facilitates and sponsors a work environment based on team principles. Demonstrates competencies in operations and maintenance, planning and project management, quality assessment, communication and technology utilization. Represents the District's interest in various programs, such as planning, facilities maintenance/operations, emergency response, security and other related initiatives. Create monitoring systems to evaluate performance and progress in meeting established goals. Ensures the accuracy of data. Creates an environment that encourages continuous improvement. Provides presentations to other staff departments, District Management, or the PWD BOT as required to communicate group budgets, activities and projects. Perform related duties, as required. See functional assessment form for details. Minimum Requirements An individual must be able to perform Essential Job Functions and Accountabilities satisfactorily. Minimum of associate's degree required (example; facility maintenance technology, civil/environmental engineering technology, building/industrial technology, public/business administration or other applicable). Four-year degree preferred. Equivalent experience considered. Ability to obtain Certified Facility Manager credentials. Must obtain Building Operator Certification Level II within three years of date of hire. 3-5 years' experience in utility/facility operations and/or maintenance, or comparable experience; preferably in supervisory roles of increasing responsibility. Demonstrate knowledge and experience with industrial technologies, especially in evaluating processes, developing alternatives, and implementing changes to create an environment of continuous improvement for the department's programs, procedures and systems. Experience with a quality management system preferred. Possess computer experience and proficiency with Microsoft Office Suite. Ability to easily learn other software programs. Experience with asset management, scheduling, and process reporting/evaluation software preferred. Demonstrate effective written and verbal communication skills for customer service interaction, creating procedures and reports, communicating goals and objectives, managing employees, participating on inter-departmental teams, and developing consensus in various forums. Continuing education in business administration, supervision, and/or performance management.
