The Associate Vice-Chancellor for Administrative Operations plans, organizes, and conducts business and support affairs for the West Plains campus of the Missouri State University system, to include satellite campus operations in Mountain Grove Missouri. Duties involve campus-wide functions including information technology services, business services, mail services, purchasing and contracting, physical plant operations, motor pool operations, maintenance and repair of campus infrastructure, campus safety, security, parking, and acquisition and divestment of property. The Associate Vice-Chancellor for Administrative Operations develops policies and procedures to establish and maintain legal and environmental compliance, financial accountability, fiscal control, and effective resource utilization for assigned programs. This position represents the campus in negotiations and awarding contracts with the authority to obligate physical and financial resources. Description of Primary Duties Internal posting for promotion and transfer consideration of full-time regular University employees only. ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Provides executive leadership for the coordinated delivery of essential support services for Missouri State University - West Plains by organizing the elements of Business Services, Campus Safety and Security, Physical Plant, Motor Pool Property Control, Receiving, and Purchasing, and Information Technology Services in a logical, non-duplicative and efficient manner. 2. Develops departmental policies and procedures, establishing goals and objectives which best meet the support requirements of the campus and evaluating progress toward their achievement. 3. Works in coordination with the Chancellor and other directorates to develop the annual budget for Missouri State University - West Plains. Manages fiscal responsibilities for areas under direct supervision, ensuring effective budget implementation and financial oversight and in compliance with university policies. 4. Supervises the day-to-day operations of the Information Technology Services department, including determining the optimal allocation of available resources. 5. Oversees technology-related budgets, including the Information Technology Services budget and the Student Computer and Technology Usage Fee. 6. Provides strategic direction for Information Technology Services, including day-to-day operational oversight, staffing, and resource allocation. 7. Coordinates technology liaison team and provides oversight between West Plains and Missouri State University System offices regarding any large-scale technology initiatives, policies, and long-range planning. 8. Ensures transparent communication with all constituencies regarding information technology policies, procedures, issues, concerns, and guidelines to ensure consistency with University System operations. 9. Determines information technology needs for the West Plains and satellite campuses and their impact on the University resources and promotes efficient use of campus resources by participating in the development of software and hardware standards and ensuring that infrastructure costs are included in all computer requirement analyses. 10. Working in coordination with the Chancellor and campus and community constituencies, develops a campus master plan and submits appropriate documentation to the Missouri State system for inclusion in capital project requests and updates. 11. Responsible for the planning, sourcing, and supervision of construction of capital projects associated with Missouri State University - West Plains. 12. Coordinates and administers the West Plains campus risk management program in coordination with risk management personnel in the Missouri State University system. 13. Manages real estate activities for the campus by conducting and supervising real estate procurements and divestments including appraisals, negotiations, legal recording procedures, and related records management. 14.Oversees campus reprographic and postal operations, ensuring cost-effective selection, utilization, and maintenance of campus equipment and service contracts. 15. Ensures effective office management by maintaining a records management program that complies with State of Missouri records requirements, legal necessities, and standard business practices. 16.Reviews contracts and grants to safeguard institutional interests, minimize liability, and ensure alignment with available resources. 17. Ensures a safe and secure campus environment by developing and maintaining policies, procedures, and compliance programs for campus safety and security, including Clery/Annual Security and Fire Safety reporting; coordinates the West Plains campus emergency preparedness and response efforts, including crisis planning, campus-wide drills, communication systems, and Building Coordinator training, 18. Manages incident reporting processes and provides timely information to senior leadership regarding safety implications and potential operational disruptions and administers the campus risk management program in collaboration with Missouri State University System risk management staff. 19. Gathers information and develops relevant and reliable financial and managerial reporting models for performance measures, analysis, and maintenance of the strategic focus of the institution. 20. Recruits, supervises, and evaluates directors and staff within administrative units; ensures proper training, performance management, and professional growth. 21.Remains competent and current by reading professional journals and literature, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses as appropriate. 22. Contributes to the overall success of the campus by performing other duties and responsibilities as assigned by the Chancellor Minimum Acceptable Qualifications Education: A Bachelor's degree in Business Administration, Public Administration, Education, or related field is required. A Master's degree is preferred. An equivalent combination of years of experience and education may be considered for substitution of educational requirements. Experience: Requires at least two years of experience with university budget systems and management, with strong demonstrated skills in developing and managing a complex budget, developing training tools to help leaders manage their budgets, and leading challenging budget discussions.
In addition, it requires familiarity with key administrative functions including liaising with city staff, campus safety and security, motor pool, facilities management, administrative office systems and software, and information technology systems. Five years experience at an institution of higher education or similar organization is preferred. Skills : Strong leadership abilities are required. The ability to project a strong positive image of Missouri State University - West Plains through interaction with all constituencies conducting business with Missouri State University - West Plains, and to direct key administrative functions including liaising with city staff, campus safety and security, motor pool, facilities management, administrative office systems and software, and information technology systems, is required. Executive problem-solving skills and the ability to organize and manage complex functions are required. Strong oral and written communication skills as well as excellent interpersonal skills are required. Computer literacy, supervisory and administrative skills are required. Skills in developing and managing a complex budget, developing training tools to help leaders manage their budgets, and leading challenging budget discussions.
