Senior Database Administrator (On-Site)

Location Joint Pathology Center, 606 Stephen Sitter Ave, Silver Spring, MD 20910 Position Description The Senior Database Administrator will provide enterprise-level database administration, optimization, and data management support for Joint Pathology Center (JPC) information systems. Minimum/General Experience 10 years of database administration experience. Minimum Education Bachelor’s Degree in information technology, computer science, cybersecurity, engineering, or related field; Active certification meeting Cyber IT/Cybersecurity Workforce (CSWF)/Information Assurance Technician (IAT) Level II requirements (e.g., Security+ CE, CySA+, CND, GSEC, GICSP, SSCP) or a certification for DCWF 421 - Database Administrator (e.g., Security+, Cloud+, SSCP, GSEC, SecurityX/CASP+, CISSP, CISSP-ISSAP, CISSP-ISSEP, CISA, or CCNP Security). Essential Skills/Qualifications Excellent experience with installation, maintenance, and administration of Oracle, Microsoft SQL Server, PostgreSQL, MySQL, and NoSQL platforms. Excellent experience performing database performance tuning, monitoring, and optimization activities. Excellent experience implementing database security, backup, recovery, disaster recovery, and high availability solutions. Excellent experience leading database modernization, migration, and infrastructure initiatives. Excellent experience supporting cloud-based and hybrid database environments (e.g., Amazon Relational Database, Azure SQL Database, or equivalent DoD-approved cloud offerings). Excellent experience developing automation solutions (e.g., SQL, Python, PowerShell). Excellent experience developing database documentation, procedures, and reports. Experience supporting a federal agency. Excellent written and verbal communication skills. Strong problem solving and analytical thinking skills. Ability to work independently on complex issues. U.S. Citizenship. Security Clearance Active DoD Secret Clearance. Ability to obtain DoD Top Secret Clearance as needed. Responsibilities Serve as the technical authority for database platforms, data integrity, availability, security, backup and recovery, performance tuning, and business intelligence enablement. Operate independently with minimal oversight and coordinate closely with system administrators, application teams, cybersecurity personnel, and mission stakeholders to ensure database services are secure, reliable, compliant, and aligned with operational requirements. Install, configure, manage, and maintain enterprise database management systems (DBMS), including Oracle, Microsoft SQL Server, PostgreSQL, MySQL, and NoSQL platforms. Ensure continuous availability, reliability, and performance of production, development, and test database environments. Perform routine maintenance activities, including upgrades, patching, configuration changes, and capacity planning. Design, review, and optimize database schemas, indexing strategies, and data models to improve performance and scalability. Lead database normalization, refactoring, and legacy system modernization initiatives. Plan and execute database migrations (on‑premises to cloud-based) with minimal service disruption. Implement and maintain database security controls, including role-based access, encryption, auditing, and compliance with applicable cybersecurity requirements. Develop, test, and maintain database backup, recovery, and disaster recovery strategies to ensure data integrity and continuity of operations. Support high availability and fault‑tolerant database architectures as required. Design, develop, and support business intelligence (BI) solutions, including reports, dashboards, and data visualizations using approved BI tools. Support ETL processes, data warehousing solutions, and data integration efforts to enable analytics and decision support. Collaborate with stakeholders to translate business requirements into actionable data products. Develop and maintain scripts and automation solutions using SQL, Python, PowerShell, or equivalent tools to streamline database administration tasks. Implement monitoring solutions to proactively identify performance bottlenecks, capacity constraints, and availability risks. Analyze complex database issues and recommend corrective actions and long‑term improvements. Administer and support cloud-based database services, including Amazon RDS, Azure SQL Database, or equivalent DoD‑approved cloud offerings. Apply cloud architecture best practices to database deployments, including scalability, security, and cost optimization. Support hybrid database environments spanning on‑premises and cloud infrastructures. Lead database‑related projects, including planning, execution, risk management, and coordination with technical and non‑technical stakeholders. Provide expert guidance to system administrators and application teams on database best practices. Communicate technical concepts clearly to Government stakeholders and provide recommendations to support mission objectives. Assess legacy databases for normalization, modernization, and optimization opportunities. Redesign database schemas and execute data migration and transformation activities. Ensure minimal disruption to existing systems and applications during migration efforts. Compensation & Benefits The annual projected pay range for this position is $124,164–$137,444, with consideration given to qualifications, experience, job responsibilities, and geographic location.
