Prison Offender Manager

Overview All staff have a responsibility to safeguard and promote the welfare of children. The post holder must undertake the appropriate level of training and is responsible for ensuring that they understand and work within the safeguarding policies of the organisation. The job holder will contribute to and lead the management and assessment of selected low‑to‑medium risk prisoners, preparing, implementing, reviewing and evaluating their sentence plans. The role aims to build effective, appropriate and supportive relationships with prisoners to reduce re‑offending. It is an operational role with no line management responsibilities, but includes supervisory duties when required and involves regular prisoner‑facing activities. Key Responsibilities Supervise, manage and control prisoners safely and securely whilst carrying out all activities. Understand, apply and conform to national and local policies. Establish, develop and maintain professional relationships with prisoners and staff. Maintain and update systems in line with local agreements. Prepare relevant documentation for managers for verification/quality checking purposes. Attend and contribute to relevant meetings as required. Exercise constable powers, including conducting searches on prisoners, staff and visitors. Undertake first‑on‑scene incident response. Assess and manage the risk posed by offenders to protect victims of crime and the general public by providing information and advice to other criminal justice agencies and partner organisations. Supervise offenders during custodial sentences and contribute to the management of risk. Work with other agencies and groups to prevent re‑offending and meet the needs of victims and offenders. Use OASys to identify risks, complete comprehensive reports and coordinate sentence‑planning meetings. Coordinate activities within the sentence plan through liaison with prisoners and other departments. Encourage and support prisoners to participate in education, interventions and workshops as defined within the sentence plan. Provide professional advice and assessment, including written reports to criminal justice agencies and partner organisations. Liaise with Community Offender Managers regarding Release on Temporary Licence (ROTL) and Home Detention Curfew (HDC). Support Community Offender Managers with the delivery of plans for recalled prisoners. Complete all paperwork for the cases, including life‑sentence and ISP specific paperwork, in line with relevant policies and deadlines. Highlight any prisoner who presents significant concerns by behaviour to the Heads of Offender Management or Orderly Officer. Contribute to and attend MAPPA Boards and work with external agencies to protect the public during release. Liaise with the Foreign National Department or UK Border Agency regarding foreign national prisoners. Instigate public‑protection child contact checks and share safeguarding information with authorities. Act as a resettlement advisor for prisoners in the specific caseload. Work collaboratively with colleagues and maintain effective team relationships, especially with Key Workers. Demonstrate pro‑social modelling skills by consistently reinforcing pro‑social behaviour and challenging anti‑social behaviour. Use computer‑based systems to produce, update and maintain records within agreed timescales. Work within the aims and values of HMPPS. Additional tasks: supervise, control prisoners; conduct searches; undertake external escorts; maintain personal emergency evacuation plan; establish professional relationships; understand and comply with national/local legislation. Experience working with a diverse range of people who have experienced social and personal difficulties, using tact and discretion with confidential and sensitive issues. Understanding of factors related to offending such as substance misuse and accommodation issues. Commitment to the principles of case management. Knowledge and understanding of risk management/assessment for offenders and impact on victims of crime. Experience in planning and coordinating work. Experience motivating and changing behaviour in groups or individuals. Experience working with diverse communities and promoting equality. Knowledge of the criminal justice system. Experience working with people who have committed offences. WASP training if working in a female establishment; JASP and child protection training if working in a juvenile establishment. Working knowledge of relevant legislation and National Standards. Knowledge of evidence‑based practice and risk/needs assessment tools. Technical Requirements Successful completion of POELT and the probation period. Custodial Care NVQ Level 3. Training in restraint techniques. Higher level academic qualification(s) desirable. Assessment to demonstrate suitability to work with young people if transferring to a Young Persons establishment. Communication & Skills Analyse complex information to make decisions. Communicate clearly verbally and in writing to offenders, professionals and at hearings such as Parole Boards. Empathise constructively with people from diverse backgrounds. Complete all mandatory training required to support the role. Hours of Work 37‑hour working week (standard). The role requires regular unsocial hours (outside 0700‑1900hrs, Monday‑Friday) and includes a 17% payment in addition to basic pay. Additional Information Hybrid working arrangements are available where business need allows, but the role can only be worked in the UK and may not be suitable for hybrids. Standard full‑time working hours are 37 hours per week. Part‑time, flexible and job‑sharing working patterns will be considered in accordance with HMPPS Flexible Working policy.
