Responsibilities
Schedule:
Sunday - Saturday 1200 and 2359, 9 hour shift to include a 1 hour lunch break. Not to exceed 40 hours per week.
Shift Availability: The contract worker must be available to work any and all assigned shifts (e.g., days, swings, nights).
Night Shift Requirement: The contract worker is required to work a minimum of 25% of their total contracted hours on the overnight shift.
Schedule Management: The specific shift schedule is determined by the Government supervisor based on operational needs.
Job Specific Details and Tasks:
Contract worker shall execute clinical shifts within the Emergency Medicine Department as a secondary duty. Primary scheduling and operational priority shall remain dedicated to Force Health Protection - Medical (FHP-M) responsibilities.
Primary duties as the Forensic Healthcare Program- Manager (FHP-M) will include:
The position provides specialized medical forensic examinations and coordinated follow-up care for pediatric, adolescent, and adult patients who report sexual assault, sexual abuse, interpersonal violence, strangulation, or other forms of physical Suspect examinations are performed when required by DoD/W or DHA policy.
Oversees daily operation of the FHP, including sustaining a 24/7 forensic medical response capability, managing the examiner call schedule, maintaining training and competency records, ensuring compliance with DoD/W and DHA requirements, and enforcing documentation, evidence tracking, and reporting standards.
Supports program development, readiness activities, and continuous quality improvement for all forensic healthcare personnel.
Coordinates closely with the Sexual Assault Prevention Response (SAPR) program, Military Criminal Investigative Organizations (MCIOs), Judge Advocate General (JAG), Security Forces, Behavioral Health, Emergency Medicine, and other internal and external partners to ensure proper evidence processes, continuity of care, and adherence to medico-legal standards.
The role also supports coordination with local civilian hospitals and advocacy agencies to ensure comprehensive care for patients.
The position ensures timely access to forensic medical services for Nellis AFB, Creech AFB, and associated operational areas, and maintains the program's clinical integrity, operational effectiveness, and readiness.
Duties include- managing daily operations and overall administration of the FHP that includes coordination, planning, and implementation of all program functions in accordance with DoD/W and DHA policy.
Maintains continuous oversight of program activities, documentation, evidence, handling requirements, and internal processes to ensure trauma-informed, patient-centered forensic healthcare is consistently delivered.
Manages staffing availability for the FHP, ensures training for SANE's, monitors supplies, equipment, and resources necessary to support timely forensic medical
Develops updates and enforces local Standard Operating Procedures (SOPs) as needed, adjusts workflows as needed, supports administrative processes to support consistent and compliant program operations, aligning them with DHA procedural instructions, DoD/W directives and forensic healthcare standards.
Provides quality assurance and process improvement efforts for the
Conducts case reviews, documentation audits, evidence checks, and compliance assessments to identify trends, gaps, and opportunities for improvement.
Prepares and submits reports and metrics to MTF leadership and higher headquarters as required, supports internal and external inspections, and ensures corrective actions are implemented.
Provides recommendations on program needs, resource allocation, and system-level improvements to maintain program integrity, compliance, and operational
Provides trauma-informed, patient-centered medical forensic examinations for adult/adolescent patients who present with concerns of sexual assault, sexual abuts, interpersonal violence, strangulation, or other forms of physical trauma.
Conducts comprehensive medical forensic assessments in accordance with DoD/W and DHA policy, established forensic protocols, and applicable state or national standards. Obtains patient history, performing detailed physical assessments, identifying and documenting injuries, and completing all components of the forensic examination consistent with recognized medico-legal requirements.
Collection, labeling, preserving, and documenting forensic evidence using approved sexual assault medical forensic examination kits and associated Compliance of chain-of-custody procedures, local and federal regulations, and DHA documentation standards, ensuring proper storage, transfer, and accountability.
Complete forensic documentation, including the DD Form 2911 or successor forms, photographs, body maps, and supplemental notes, ensuring accuracy, completeness, and legal sufficiency.
FHP-M nurse position participates in the 24/7 forensic response capability by taking part in the SAMFE/SANE call rotation and responding to acute cases within established time requirements. This includes responding to examinations requested by the Emergency Department, outpatient clinics, unit leadership, SAPR, Security Forces, or military investigative organizations. FHP-M nurse position will also conduct medical forensic examinations on suspects, maintaining objective, unbiased, and fact-based documentation.
Provides fact-based testimony in administrative investigative or judicial proceedings, regarding actions taken during the examination and the documentation produced.
Responsible for coordinating and maintaining the training, education, and competency requirements for all personnel involved in the FHP.
Oversees initial and ongoing training for SAMFEs, ensuring that all examiners meet the established clinical, legal, and documentation standards required by DoD/W, DHA, Service-specific regulations, and forensic nursing guidelines.
Maintains accurate and up-to-date training files, competency checklists, clinical currency documentation, continuing education records, and any certifications required for participation in the program. Supports onboarding orientation, and precepting of new forensic examiners by coordinating structured training experiences, observation opportunities, supervised examinations, and skills development activities.
Ensures new examiners demonstrate competency in nursing forensic techniques, documentation requirements, evidence handling, trauma-informed care, and program-specific procedures before being added to the approved call roster.
May directly precept examiners when needed and collaborate with leadership to identify additional training or remediation requirements.
Plans, organizes, and facilitates ongoing education to maintain program readiness and ensure adherence to evolving forensic healthcare standards. This includes coordinating simulation exercises, mock forensic examinations, case review discussions, and skills refresher sessions.
Develops and provides training for interdisciplinary partners- including Emergency Department staff, Behavioral Health providers, Security Forces, SAPR personnel, and investigative agencies.
Monitors compliance with annual competency requirements, continuing education mandates, and any DHA or Service-directed training updates.
Ensures all training activities, rosters, and completions records are documented and accessible for inspection, audit, or higher headquarters review.
Provides recommendations to leadership regarding training needs, curriculum improvements, and opportunities to enhance examiner proficiency and program
Responsible for managing all case tracking, data collection, and reporting functions necessary to support the FHP and to ensure compliance with DoD/W, DHA, and Service-specific requirements.
Maintains accurate and complete records of all forensic medical encounters, including restricted and unrestricted sexual assault cases, interpersonal violence cases, strangulation assessments, and any suspect examinations conducted in accordance with policy.
Ensures that all case information is documented in approved tracking systems and that data is maintained securely and confidentially in accordance with federal, regulatory, and medico-legal standards.
Monitors each case from initial presentation through the completion of care, ensuring appropriate follow-up appointments, laboratory testing, referral, and handoffs to medical, behavioral health, or advocacy services occur as required.
Ensures that timely communication and coordination occur with authorized stakeholders, including SAPR personnel for unrestricted cases, MCIOs, and healthcare providers, while ensuring compliance with privacy laws, restricted reporting guidelines, and evidentiary requirements.
Maintains meticulous documentation of follow-up status, ensuring that no required element of care is missed and that continuity of care is preserved.
Compiles, analyzes, and prepares data and reports for MTF leadership, higher headquarters, DHA, and installation-level This includes generating case statistics, trend analyses, response-time metrics, and quality indicators to support program evaluation and decision-making.
Ensures timely submission of all required reports, trackers, and datasets in accordance with established suspense dates and reporting frameworks. Prepares documentation and data for inspections, staff assistance visits (SAVs), audits, and inquiries from oversight agencies.
Maintains all forensic evidence logs, documentation archives, chain-of-custody records, and retention files to support legal, investigative, and administrative requirements. This includes ensuring accurate tracking of evidence collected during examinations, monitoring evidence transfers to law enforcement or forensic laboratories, and maintaining retention documentation for restricted reporting in accordance with policy.
Ensures that all documentation, electronic systems, and records are audit-ready and compliant with regulatory, medico-legal, and DHA standards.
Leads and manages quality assurance and process improvement activities for the Forensic Healthcare Program to ensure compliance with all applicable DoD/W, DHA, and Service-specific requirements.

Verifies that forensic kits, supplies, and equipment are properly maintained, current, and available to support the 24/7 response mission.
Ensures that all program SOPs, checklists, workflows, and training materials reflect current DAH guidance, best practices, and evolving forensic healthcare standards, updating documents as needed.
Collaborates with internal and external stakeholders, including SAPR, MCIOs, JAG, Security Forces, Behavioral Health, Emergency Medicine, and other clinical departments to address process barriers, streamline coordination, and improve the overall quality of forensic response.
Participates in interdisciplinary committees such as SART, SACMG, and high-risk or case management meetings by providing clinical and forensic input, identifying system deficiencies and recommending enhancements to improve collaboration and case outcom
Ensures documentation, training files, evidence logs, and program records are inspection-ready and compliant with audit criteria.
Develops and tracks quality metrics, creates actions plans for identified deficiencies, and monitors the implementation of corrective measures.
Regularly briefs leadership on program performance, trends, readiness issues, and areas requiring command support, thereby strengthening the program's overall effectiveness, transparency, and integrity.
Serves as a primary clinical and programmatic resource for the installation's coordinated response to sexual assault, sexual abuse, interpersonal violence, strangulation, and other forms of physical trauma requiring forensic medical involement.
Provides expert nursing and forensic consultation to medical staff, leadership, investigative agencies and installation partners to ensure cases are managed in accordance with policy, trauma-informed principles, and medico-legal standards. Maintains effective working relationships with the Sexual Assault Prevention and Response Team (SART), the Sexual Assault Case Management Group (SACMG), the Clinical Review Committee or Incident Determination Committee, High-Risk Working Groups, and other designated forums.
Provides clinical perspectives on forensic processes, care coordination, case trends, and system barriers that impact patient care or program performance.
Assists with reviewing installation-level-procedures, recommending improvements, and contributing to multi-disciplinary strategies that enhance victim support and program readiness.
Supports coordination with civilian agencies, including community hospitals, victim advocacy centers, forensic laboratories, and other external partners involved in the care of military beneficiaries.
Participates in the development and revision of Memoranda of Understanding (MOUs) or Memoranda of Agreement (MOAs) that govern cross-institution collaboration, evidence transfer, and mutual support during forensic.
Ensures that external coordination aligns with DHA policies, state regulations, and accepted forensic healthcare standards.
May be requested to provide factual testimony in administrative or judicial proceedings regarding observations, documentation, and actions taken during forensic medical examinations, with the ER scope of practice.Maintains neutrality, professionalism, and accuracy when providing information to investigators, legal authorities, or command representatives.
Supports installation education and outreach efforts by providing briefings, training sessions, and informational materials to promote awareness of forensic healthcare services, reporting options, and trauma-informed response principles across the military community.
Performs other duties as assigned in support of the Forensic Healthcare Program and the Military Treatment Include participating in special projects, emergency response activities, readiness exercises, mandatory training, and committee or workgroup assignments as directed.
Prepares the Forensic Healthcare Program for internal and external inspections, evaluations, and Staff Assistance Visits (SAVs).
May be required to adjust work hours or assume additional responsibilities during periods of high operational tempo, inspections, or mission critical needs.
In accordance with DHA and MTF policy, the employee is subject to mandatory seasonal influenza vaccination and must comply with occupational health requirements related to immunizations, infection control, and other clinical readiness.
Qualifications
Minimum Qualifications:
Degree/Education: Graduate from a baccalaureate degree (BSN) program in nursing accredited by a national nursing accrediting agency recognized by the US Department of
Experience: Minimum of 3 years' experience as Forensic Nurse (SANE-A) and at least one year in an emergency room. One year of experience must have occurred within the last three years.
Certifications: Shall hold and maintain Sexual Assault Nurse Examiner (SANE-A) International Association of Forensic Nurses (IAFN)/Commission for Forensic Nursing Certification (CFNC),
Licensure: Possess current unrestricted RN License from any state.
Life Support Certification: Advanced Life Support (ALS), and Pediatric Advance Life Support (PALS). Additionally, certifications in Neonatal Resuscitation Program (NRP) and Trauma Nursing Care Course (TNCC) is required for Emergency Room Nurses
Security: Possess the ability to pass a government background check/security clearance.
Pay Scale: $34.26 - $64.00 per hour, to be determined based on qualifications, experience, and location.
