The Technical Project Manager is an Information Technology (IT) position that will provide oversight, guidance and support to technical group in Portfolio Management group. This role must be familiar with industry leading project management methodologies and governance processes that facilitate the delivery of successful projects. The focus of this role will be to provide leadership to experienced program and project managers and offer guidance on project management functions, as needed.

The workers responsibilities and skills must include:

• Experience with general IT SDLC processes.
• Experience with implementing Enterprise Systems Integration projects
• Planning and developing solutions by working with Technical Lead(s) including coordination of different technical teams and architects to identify and address dependencies and resolve any impediments to delivery.
• Strong written and verbal communication skills
• Being a creative thinker to solve issues.
• Experience with driving Systems Integration delivery projects from 3rd Party vendors to delivery acceptance and project closure.
• In-depth knowledge of Scrum and Agile Software Development Methodology.
• Working knowledge of product development architecture.
• Proficiency in the use of analytic tools.
• Ability to prioritize effectively.
• Prepare and present executive level project communications project tracking and stakeholder management, monitoring and evaluating product progress at each stage of the process.

Required Skills and Qualifications:

Years - Skills/Experience

8 - Experience in delivering technical programs, projects, and products in a highly technical dispersed multi-team environment

8 - Experience with general IT SDLC processes.

8 - Experience to engage multiple technical teams to drive consistent expectations towards Portfolio goals

8 - Experience using Jira

8 - Knowledge of managing application web systems (.net and Java based applications)

8 - Knowledge of integration platform (Mule ESB & CloudHub)

8 - Knowledge of software development processes and procedures

8 - Knowledge of Databases (Oracle, Sqlserver)

8 - Knowledge about Agile techniques like: User Stories, Continuous Integration, ATDD, TDD, Continuous Testing

8 - Possess strong verbal and written skills in communicating with peers and different levels of users including executive staff.

8 - Skilled in facilitating large group meetings with internal and external resources.

8 - Skilled in collaborating with the technical and functional teams to develop the Technical Specification and other documents need in support of the solution

8 - Experience in implementing Enterprise Systems Integration

Preferred Skills and Qualifications:

5 - Experience with one or more of the state of Texas government agencies

5 - Experience with multivendor and software professional services for communication service provider or enterprise customers is preferred.

5 - PMP certification is a plus.
