Compensation: $111,000–$167,300 annually + 2.5% quarterly earnings opportunity

A confidential metals manufacturing company is seeking an experienced Health, Safety & Environmental (HSE) Manager to lead health, safety, environmental, workers' compensation, security, and regulatory compliance programs within a 24/7 manufacturing environment. This position provides leadership to HSE professionals and partners closely with Operations, senior management, employees, and other stakeholders to maintain a safe and compliant workplace.

1. Job Summary

The HSE Manager establishes and manages programs, policies, guidelines, and strategies covering occupational health and safety, environmental compliance, workers' compensation, industrial hygiene, employee training, incident prevention, and site security. The Manager will lead regulatory compliance initiatives, audits, corrective actions, incident investigations, and HSE performance reporting.

This position serves as a key HSE leader for manufacturing operations and has responsibility for both strategic program development and hands-on execution. The HSE Manager will analyze safety and environmental performance, develop improvement plans, manage HSE staff, and partner with operational leadership to reduce workplace risk and strengthen the site's overall safety culture.

2. Essential Duties & Responsibilities

HSE Leadership & Compliance

• Lead and maintain an integrated HSE management system aligned with corporate policies, procedures, and applicable regulatory requirements.
• Ensure compliance with applicable OSHA, federal, state, and local health, safety, and environmental regulations .
• Establish short- and long-term HSE goals, initiatives, and action plans aligned with organizational objectives.
• Monitor regulatory changes and update programs, procedures, and training accordingly.
• Provide HSE guidance and technical support to management, supervisors, and employees.
• Support HSE requirements across additional company locations as needed.

Safety Programs & Incident Management

• Lead site safety committees and safety review activities.
• Conduct and coordinate major accident and incident investigations.
• Identify root causes and issue or coordinate corrective actions.
• Manage workplace injury cases from the initial incident through return to work.
• Review and analyze safety statistics, trends, and incident data and implement appropriate corrective actions.
• Conduct periodic safety audits, communicate findings, and ensure corrective actions are completed.
• Develop and implement safety programs and initiatives designed to increase awareness and reduce workplace accidents and exposures.
• Oversee incident reporting systems and monitor corrective-action follow-up.

Environmental & Industrial Hygiene

• Manage environmental compliance programs and initiatives applicable to manufacturing operations.
• Manage the Industrial Hygiene Program .
• Oversee the Hearing Conservation Program .
• Manage the Respiratory Protection Program .
• Oversee the Hazard Communication Program and Safety Data Sheet management.
• Support Management of Change (MOC) requirements from an HSE perspective.
• Supervise radiation safety and employee monitoring programs where applicable.
• Provide support for hazardous-material shipping requirements and applicable transportation regulations.
• Identify and address environmental and occupational exposure risks within manufacturing operations.

Workers' Compensation & Return to Work

• Manage workers' compensation activities across assigned operations.
• Coordinate workplace injury reporting, case management, medical follow-up, and return-to-work activities.
• Review workers' compensation performance and recommend improvements to increase program effectiveness and efficiency.
• Partner with Human Resources, Operations, employees, and other stakeholders on injury and claim management.

Training & Employee Development

• Manage HSE training programs for new and existing employees.
• Oversee HSE content within new-hire orientation.
• Monitor and evaluate internal HSE training classes for effectiveness and regulatory compliance.
• Develop or coordinate training addressing workplace hazards, regulatory requirements, and safe operating practices.
• Coach and develop HSE staff and support their professional and technical growth.
• Maintain current professional knowledge through relevant training, seminars, regulatory updates, and industry resources.

Performance Management & Reporting

• Track and report key Health, Safety & Environmental KPIs on weekly, monthly, and annual schedules.
• Analyze incident, audit, injury, and compliance data to identify trends and improvement opportunities.
• Prepare management reports covering HSE performance, risks, corrective actions, and program status.
• Ensure corrective actions are tracked through timely completion.
• Partner with senior leadership on Quality and Continuous Improvement initiatives.

Team Leadership

• Lead and develop HSE professionals supporting manufacturing operations.
• Establish departmental priorities and performance expectations.
• Provide regular coaching, feedback, and professional development.
• Manage departmental workload and resources to meet operational and regulatory requirements.
• Promote accountability, teamwork, continuous improvement, and a proactive approach to workplace safety.

3. Qualifications

Required

• Bachelor's degree in Safety, Occupational Health, Environmental Health & Safety, Environmental Science, Engineering, or a related field .
• 8–10 years of related HSE/EHS experience .
• Prior management or supervisory experience.
• Strong working knowledge of OSHA requirements and occupational safety regulations .
• Knowledge of environmental regulatory requirements applicable to industrial or manufacturing operations.
• Experience managing workplace incident investigations and corrective actions.
• Experience with workers' compensation and return-to-work programs.
• Knowledge of industrial safety hazards within a manufacturing environment.
• Demonstrated ability to manage multiple HSE programs and priorities simultaneously.
• Strong organizational, analytical, and problem-solving skills.
• Strong written and verbal communication skills.
• Ability to develop and deliver technical and safety training.
• Ability to effectively communicate and work with personnel at all organizational levels.
• Strong computer skills, including databases, word processing, spreadsheets, and reporting applications.
• Ability and willingness to support a 24-hour, 7-day-per-week manufacturing operation .
• Ability to work a flexible schedule, including weekend and/or back-shift hours when required.
• Ability to travel to additional company facilities as required.
• Must meet applicable U.S. export/import control eligibility requirements.

Preferred

• HSE leadership experience within metals, heavy industrial, aerospace, or complex manufacturing environments .
• Experience managing Industrial Hygiene, Hearing Conservation, Respiratory Protection, and Hazard Communication programs .
• Experience with radiation safety and monitoring programs.
• Experience with hazardous-material shipping regulations.
• Experience leading regulatory and internal HSE audits.
• Experience managing HSE incident reporting and corrective-action tracking systems.
• Experience supporting continuous improvement and operational excellence initiatives.
• Formal technical training in safety, auditing, incident investigation, or related disciplines.

4. Physical Requirements

• Frequently stand, walk, sit, climb, balance, stoop, kneel, crouch, and communicate while performing job duties.
• Occasionally lift and/or move up to 50 pounds.
• Ability to perform work requiring close, distance, color, peripheral, and depth vision.
• Ability to regularly enter and work within an active mill or manufacturing environment.
• Ability to work around moving mechanical equipment and industrial operations.
• May occasionally encounter elevated work areas, outdoor conditions, fumes, airborne particles, electrical hazards, and controlled radiation-related environments.
• Ability to wear required personal protective equipment appropriate to the manufacturing environment.
• Ability to work in areas where industrial noise levels may range from moderate to loud.
