Maternal Mortality and Morbidity Operations Manager

Position Overview Under the general direction of the Maternal and Child Health Director, the Maternal Mortality and Morbidity Operations Manager oversees daily operations and staff of the Maternal Mortality and Morbidity Branch. Responsibilities include responding to stakeholder inquiries, planning, implementing, and evaluating branch activities. Daily duties involve management and oversight of sensitive and confidential mortality and morbidity record reviews and support of the Maternal Mortality and Morbidity Review Committee. The role includes overseeing and participating in the writing of grant applications, deliverables, renewals, work plans, performance measures, budgets, and progress reports. Essential Job Functions Attend work on a regular schedule and perform other duties as assigned. Supervise Maternal Mortality and Morbidity Operations Branch staff—oversee daily operations, identify staff development and training requirements, conduct performance monitoring and evaluations, approve leave, recommend merit increases, counsel staff, interview and select new hires, and provide ongoing guidance. Develop and approve branch goals, schedules, priorities, and standards for achieving objectives; manage evaluation activities to ensure alignment with agency, state, and national goals. (40%) Plan, implement, and evaluate activities such as managing oversight of sensitive and confidential mortality and morbidity record reviews, supporting the Task Force, translating findings into actionable recommendations, implementing programming, monitoring contracts, analyzing clinical data and trends, ensuring legislative compliance, and recommending policy revisions. (30%) Oversee development, review, revision, and implementation of maternal mortality and morbidity legislation, track and prepare analyses of relevant statutes, and evaluate budget requests, monitor expenditures, and adjust as necessary. (15%) Participate in writing grant applications and renewals, manage deliverables, work plans, performance measures, and grant budgets; evaluate funding proposals and monitor progress on objectives. (10%) Perform additional duties as assigned, including disaster response, continuity of operations, and participation on the State Medical Operations Center team, which may require alternate shift patterns or locations. (5%) Knowledge, Skills & Abilities Knowledge of supervising employees (hiring, development, evaluation, counseling), public health practice and law, integrated data management systems, quality improvement strategies, program and committee management, minority health, social determinants of health, social marketing, adult education. Skill in program monitoring and evaluation, statistical data collection, interpreting data and communicating findings to stakeholders, analyzing and disseminating information. Ability to interpret policies and regulations, plan and assign work, communicate verbally and in writing, give presentations, build working relationships with diverse groups, serve as liaison between stakeholders and the Department, and develop educational materials. Initial Screening Criteria Graduation from an accredited four‑year college or university; a master’s degree in public health or a related field preferred. Minimum of two years’ experience in maternal or child health or a similar public health program. Minimum of two years’ experience supervising employees, including hiring and performance evaluation. Experience in program planning and management. Salary and Benefits Salary range: $5,797.66 – $7,500.00 per month (monthly).
