Senior Development Engineering Reviewer

This Position will review and approve preliminary development plans, concurrent plans, recorded maps and building permits, both through the standard review process and the express review platform, associated with commercial, mixed-use, multi-family and residential development for the design compliance of proposed public infrastructure and other transportation elements of such projects with federal, state and local regulations and best practices. We work closely with the Planning Department on rezoning and supporting the Development Review Group with subdivision and site plan review. Review and approval of preliminary development plans, concurrent plans, recorded maps and building permits, both through the standard review process and the express review platform, associated with commercial, mixed-use, multi-family and residential development for the design compliance of proposed public infrastructure and other transportation elements of such projects with federal, state and local regulations and best practices Coordination and collaboration with internal review staff from Development Services, Transportation, Engineering Services, City Planning, Public Utilities, Parks and Recreation and the Fire Marshall’s Office to ensure consistency and cohesiveness of provided comments and responses to all development review submittals Response to phone calls, email, and walk-in requests for information or clarification associated with development plans reviews and all supporting activities from developers, engineers, contractors, and the general public Coordination with Engineering Inspections staff, as well as field staff from other trades/departments, regarding questions, concerns, and conflicts during construction of approved development projects to ensure thorough, yet efficient, response to such Serve as an additional higher level technical resource for staff Engineers to provide support and guidance on questions relating to design and process Assist the Engineering Supervisor to increase efficiency, effectiveness, transparency, and accountability of services delivered through assessment of processes, practices and technology Education and Experience: Bachelor's Degree in Architecture, Engineering, Construction Management, or related field; 3 to 5 years' experience in architecture, engineering, construction management or related work OR Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted. Knowledge of: Civil engineering principles and practices Specialized equipment relevant to area of assignment Contract administration and development Project management principles and practices Critical thinking and problem-solving methods and practices Record keeping Data management Technical writing Various industry software programs used to support development of civil engineering contracts Modern office practices and procedures including the use of standard office equipment and computer applications such as word processing, database, and spreadsheet applications Skill in: Providing project management, organization and logistics coordination Managing project or program finances Providing consultation and serving as a program liaison and subject matter expert Monitoring compliance with applicable plans, standards, regulations and contracts Troubleshooting equipment and operational issues Identifying engineering-related deficiencies and recommending solutions Verbal and written communication Customer service Ability to: Monitor, evaluate, and assess engineering projects and functional operations Compose and prepare original reports, documents and presentations Communicate effectively with City staff, contractors, and the general public Research industry trends, solutions and best practices Facilitate group discussions and build consensus using persuasive reasoning Work Environment and Physical Effort: Sedentary: Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body. Work Environment: Work is typically performed in an office or similar indoor environment, outdoor environment, or in a vehicle. Employees may occasionally work in a street environment (near moving traffic) or construction site. Working Conditions: Employees may occasionally interact with individuals who are hostile or irate or be exposed to extreme heat (above 100 degrees).
