WTA is hiring for a Fleet Maintenance Manager due to a vacancy. The position is a fulltime salaried position with a salary range of $104,592. - $140,232 yearly. The job posting will close on June 8, 2026 at 9pm. Interviews will be held on Monday June 15, 2026.
The Fleet Maintenance Manager supervises the Lead Fleet Maintenance Technicians, Fleet Maintenance Technicians, , Lead Electronic Systems Technician and the Electronic System Technician.
JOB SUMMARY :
Responsible for the management and supervision of the fleet maintenance department to ensure the fleet remains in a state of good repair. Plans, organizes, schedules, monitors, and oversees preventative maintenance and quality assurance for all fleet maintenance activities. Supervises assigned staff to ensure consistent adherence to federal, state and WTA policies, procedures, and safety standards.
ESSENTIAL JOB FUNCTIONS:
1. Fleet Maintenance Operation: Oversees quality for all fleet maintenance activities to ensure a state of good repair. Coordinates, organizes, plans, and schedules WTA preventative maintenance and repair activities for rolling stock, shop equipment, and shop tools. Sets and reviews standards for vehicle safety, readiness, repairs, serviceability, and performance. Ensures preventive maintenance inspections are performed on time and in accordance with original equipment manufacturer recommendations and industry best practices. Coordinates with personnel throughout the agency regarding fleet configuration, availability, and scheduling of maintenance repairs.
2. Leadership: Provides leadership to the fleet maintenance department. Develops and maintains an atmosphere of cooperation and teamwork. Responsibilities include selection, training, shift scheduling, employee evaluations, enforcing work rules, discipline and initial grievance handling.
3. Department Analytics: Reviews, analyzes and interprets statistical and performance information from a variety of sources. Identifies and investigates maintenance improvement opportunities; plans and implements; resolves complaints regarding maintenance work and employees.
4. Vehicle Procurement: With oversight of the Director, procures vehicles, equipment, and services including specification development and review, bidding process, negotiations, bidder evaluation, and recommendation of award. Ensures contract and Federal Transit Administration (FTA) compliance and administers warranty terms. Oversees vehicle acceptance, make ready, vehicle modification, and disposal. Conducts necessary fleet campaign projects.
5. Procurement: Leads department procurement process to select and/or retain third-party administrators in program areas and monitor vendor performance.
6. Fiscal Management: Develops and administers department budgets and contracts. Monitors and authorizes expenditures in accordance with budgetary limitations, agency policies, and sound fiscal management principles. Writes budget proposals as needed.
7. Policies: With oversight of the Director, develops and implements department policies and procedures. Responsible for developing and administering department training and certification programs.
8. Tools and Equipment: Ensures that proper controls and accountability procedures are maintained for shop tools and equipment. Reviews and approves tool and equipment requests.
9. Department Environmental Compliance Program: Administers the Department Environmental Compliance Program. Maintains current information regarding hazardous material, proper labeling of materials at all WTA sites, and other applicable hazardous communications. Oversees storage, use, and disposal of hazardous materials. Administers the Spill Prevention, Control and Countermeasures Plan. Establishes, trains, and coordinates spill response and spill clean-up teams.
10. Safety: Manages the Fleet Department’s safety program. Ensures staff receive required safety training. Promotes a safe work environment. Serves as a standing member of WTA Safety Committee. Liaisons with the agency’s Safety & Risk division to ensure appropriate safety management procedures are implemented and maintained.
11. Drug and Alcohol Abuse Prevention Program (DAAPP): Monitors and ensures administration of WTA’s Drug and Alcohol Abuse Prevention Program (DAAPP), including making reasonable-suspicion drug testing determinations and ensuring monthly random tests occur as required.
ADDITIONAL JOB FUNCTIONS:
1. Participates in ongoing organization training on issues related to the position and organization.
2. Performs other related duties as assigned.
SUPERVISOR RESPONSIBILITIES:
1. Department Operations: Manages and oversees the day-to-day operations of the Fleet Maintenance department. Identifies and sets standards for those programs. Works closely with other Agency staff as needed.
2. Staff Management: Provides management to the department. Develops and maintains an atmosphere of cooperation and teamwork, upholding the values and initiatives of WTA. Responsibilities include selection, training, safety, employee evaluations, enforcing work rules, discipline, and initial grievance response, which may include reviewing and interpreting collective bargaining agreements, as applicable. Develops departmental staff by being a coach and champion, providing support, guidance, and opportunities for growth and advancement.
3. Leadership: Act as an organizational leader to build trust, cohesion, and alignment between departmental staff, the organization’s leadership, and overall direction.
QUALIFICATIONS:

KNOWLEDGE AREAS:
• Methods, tools, equipment, practices, procedures, and techniques used in the repair and maintenance of transit fleet vehicles and equipment.
• Maintenance and repair standards for gas, diesel, propane, hybrid, and electric powered equipment, transmissions, brakes, hydraulic, pneumatic, electrical systems and related subsystems.
• Basic principles of supply chain operations, inventory controls, warehousing, and purchasing.
• Computerized fleet maintenance and inventory management software and applications.
• Revenue collection equipment.
• Schematics and symbols pertaining to mechanical troubleshooting and repair techniques.
• Effective communication skills to interact with front line operators, peer managers, and vendors.
• Shop safety precautions and programs.
• Advanced English language, grammar, and punctuation.
SKILLS AND ABILITIES:
• Exhibit strong supervisory skills including leadership, training, problem analysis, decision making, planning and organizing, adaptability and flexibility, time management, and conflict resolution.
• Communicate effectively, both orally and in writing.
• Establish and maintain working relationships with co-workers at all levels of the organization, as well as people affiliated with other organizations and vendors.
• Use computer applications related to areas of responsibility including word processing, databases, spreadsheets, and maintenance management software.
• Follow and enforce safe working practices, including identifying and correcting occupational hazards.
• Understand and implement provisions of the collective bargaining agreement.
• Work night, swing shift, and weekends as needed.
• Occasionally work outside in all weather conditions.
• Respond effectively in emergency, hazardous, or other high stress circumstances.
• Manage time efficiently and prioritize tasks to meet demanding deadlines.
• Ability to understand and apply WTA, Division, and Departmental policies and procedures.
• Ability to act with integrity, professionalism, and confidentiality.
WORKING CONDITIONS, TOOLS, AND EQUIPMENT:
Duties are performed primarily in an office environment but also require traveling between agency headquarters and transit stations, on routes and to various other locations. Travel is generally within Whatcom County, with occasional trips to regional and national meetings and training courses. Typical office equipment used to accomplish job tasks: computer, cell phone, printer, photocopier/scanner, calculator, and telephone.
EDUCATION AND EXPERIENCE:
• Education: Bachelor's Degree in Business, Operations Management, Public Administration, Engineering, Industrial, Process Technology, or other job-related field of study from an accredited four-year college or university, required.
• Experience: At least five (5) years of experience in fleet maintenance and three (3) years of supervisory or lead experience, required.
Other combinations of education and experience which would provide the applicant with the desired qualifications required to perform the job may be considered.
LICENSE OR CERTIFICATES:
• Valid Washington State driver's license at time of hire in order to operate WTA vehicles, required.
• Certified Automotive Fleet Manager (CAFM), preferred.
PHYSICAL REQUIREMENTS:
• Prolonged periods of sitting at a desk and working on a computer.
• Must be able to lift at least 15 pounds at times.
• Must be able to access and navigate each department at the organization's facilities.
SPECIAL REQUIREMENTS:
• Participation in WTA's Drug and Alcohol Abuse Prevention Program is a requirement of employment which includes reasonable suspicion drug and alcohol testing.
• Must pass a driving record check.
• Must pass a comprehensive background check.
• Must pass a credit history check.
