Public Health Nurse I Location: PAMPA, TX Job Summary Under the direct supervision of the Nurse IV, Director of Nursing and the medical supervision of the Regional Medical Director, provide routine public health nursing work in clinical and non-clinical settings for the assessment, care, and treatment of individuals, families and communities according to standing delegation orders. Utilize the nursing process to assess, plan, implement, coordinate, deliver and evaluate public health services in assigned counties. Services include, but are not limited to, providing public health, educational, and investigative support for Covid-19 operations and are focused on the promotion of optimum wellness and disease prevention such as immunizations and comprehensive case management for clients utilizing community resources and referrals to needed services. Work with moderate supervision with limited latitude for the use of initiative and independent judgment. Assist with preparedness activities as needed and actively participate in disaster response or Continuity of Operations activation. This position requires travel. Essential Job Functions Direct Services (50%) Provide specialized and comprehensive public health nursing services in clinic, home, and community settings. Utilize nursing process to assess, plan, implement, and evaluate physical, emotional, and psychosocial health of clients, families, and communities. Deliver individualized care per policies, procedures, program standards, physician orders, and standing delegation orders including lab testing/counseling, independent home visits, medication administration, education and counseling, case management, referrals, and follow‑up. Administer vaccinations, screenings, and public health support for Covid‑19 operations. Perform disease intervention, surveillance, and prevention functions for diseases such as Tuberculosis, HIV/STD, Perinatal Hepatitis B, and other identified diseases. Prepare and maintain confidential client records in accordance with agency standards and HIPAA. Coordination and Leadership (25%) Participate in assessing client and clinic needs, developing materials, and conducting education, orientation, and training for staff and contractors. Assist in quality assurance reviews and provide input for corrective action. Assess and plan delivery of direct public health services based on program guidance and standing delegation orders. Coordinate vaccine management, including inventory, ordering, reporting, receiving, and cold‑chain management. Coordinate schedules and delegate work to ensure service provision; manage clinical resources and supplies. Prepare and maintain monthly activity reports. Population‑Based Services (10%) Provide essential public health services to assigned communities. Participate in community assessments, identify health needs, plan and implement strategies, and evaluate outcomes with community stakeholders and regional work plans. Develop and implement community health education programs; maintain communication and partnerships with local officials, community leaders, agencies, providers, schools, and the public. Provide consultation, training, and technical assistance to healthcare providers, academia, and the community. Represent DSHS in local coalitions and collaborations as needed. Community Preparedness (10%) Assist with preparedness activities as needed and actively participate in crisis response or Continuity of Operations activation, which may require alternate shift patterns or locations. Other Duties as Assigned (5%) Maintain CPR certification and perform other duties as assigned. Knowledge, Skills, and Abilities Knowledge of nursing techniques, public health laws and regulations, community health and nursing care principles, culturally appropriate care, and quality assurance procedures. Skill in using reasoning to identify problems, consider appropriate resolutions, and operate computers and applicable software. Ability to plan, coordinate, and evaluate direct public health services; conduct community assessments; provide patient care; prepare and maintain records; communicate effectively written and verbally. Initial Selection Summary Registered licensed in Texas (Required) Experience in Public Health Nursing and healthcare management (Preferred) Experience in a Clinical Setting (Preferred) Experience conducting communicable disease investigations (Preferred) Experience preparing written reports (Preferred) Experience maintaining confidential records (Preferred) Licensure, Certification, or Registration Required Current license to practice as a Registered Nurse by the State of Texas or a state that recognizes reciprocity through the Nurse Licensure Compact. Valid Class C Texas driver’s license or equivalent from another state. Salary Information Salary follows DSHS starting salary guidelines; contingent upon available budgeted funds.
