Property Standards Officer/Senior Property Standards Officer

Position Purpose / Important Application Information The Property Standards Officer/Senior Property Standards Officer promotes community sustainability, preservation, and quality of life by ensuring compliance with city property standards, zoning regulations and municipal ordinances. This position functions as an educator, mediator, facilitator and enforcement authority for property standards established in the Westminster Municipal Code (W.M.C.). It performs investigative, inspection and enforcement work related to property maintenance, zoning compliance, rental housing, short‑term rentals, illegal duplexes, accessory dwelling units and other land use matters. The officer is a primary point of contact for evaluating potential violations and works collaboratively with residents, property owners, agents, occupants, businesses, staff from other city departments and stakeholders to achieve compliance through education, voluntary correction and, when necessary, enforcement actions. Organizational Competencies and Cultural Values Demonstrate a high level of customer service Communicate with customers to ensure satisfaction and address needs Act as an ambassador for the organization’s mission and vision Demonstrate pride, integrity and professionalism Address difficult issues constructively Support and promote change with flexibility and calculated risk taking Pursue personal growth and attend relevant training Improve efficiency and effectiveness of service delivery Support teamwork and accept new responsibilities Value diversity and adapt communication to accommodate differences General Competencies Establish effective interpersonal relationships and follow-through on commitments Recognize strengths and weaknesses and target self‑development areas Demonstrate initiative and problem‑solving skills Achieve goals and manage workload independently Communicate effectively in verbal and written form Take accountability for work and show ownership Ensure quality and correct mistakes promptly Job Specific Competencies Interpret and apply zoning, land use and property maintenance regulations Analyze violations and determine corrective actions Mediate disputes and achieve voluntary compliance Prepare legally defensible reports, notices, citations and summonses Testify in municipal court proceedings Understand residential structural, electrical, plumbing and mechanical systems Use GIS for infrastructure and asset management, planning, public safety and other city services Maintain detailed electronic case files Safely operate city vehicles and inspection equipment Complete required job‑related training Essential Job Functions, Duties, Responsibilities, and Tasks Property Standards Officer – Core Responsibilities Conduct complaint‑based and proactive inspections Investigate alleged violations of the Westminster Municipal Code Enforce zoning regulations and property maintenance code Prepare written inspection reports detailing violations and corrective actions Issue warnings, notices of violation, administrative citations and summonses Coordinate abatements and compliance timelines Provide court testimony and maintain defensible documentation Connect community members to available assistance programs Collaborate with internal divisions on shared enforcement concerns Maintain current knowledge of city policies, code updates and best practices Maintain regular and punctual attendance as required by city policy Property Standards Officer Responsibilities Perform independent inspections and investigations of routine to moderately complex violations Apply established policies, procedures and code provisions to determine compliance strategies Manage assigned caseload and enforcement timelines Respond to citizen complaints and inquiries Develop knowledge of emerging regulatory issues Complete required certifications within established timelines Senior Property Standards Officer Responsibilities Complete probationary period and accrue three (3) years of PSO experience Serve as subject matter expert on short‑term rentals, illegal duplexes and accessory dwelling units for three (3) years Interpret complex or unclear code provisions and provide defensible enforcement recommendations Coordinate multi‑division or multi‑agency enforcement efforts Review case documentation for quality and consistency for three (3) years Mentor and train Property Standards Officers for three (3) years Act as supervisor at least once a quarter in the previous 12 months Participate in public meetings, task forces or interdepartmental working groups Recommend ordinance updates and regulatory improvements Lead investigations involving complex or high‑impact zoning and property standards violations Other Duties and Responsibilities Incumbent is accountable for all duties of this job, and additional projects and responsibilities may be added at the city’s discretion. Position Requirements/Working Conditions/Pre‑Employment Requirements Education, Experience, Skills, Formal Training, Licenses, and Certifications Property Standards Officer – Required High school diploma or GED Valid driver’s license and safe driving record Critical thinking, conflict resolution and interpersonal communication skills Ability to exercise sound judgment and independent decision‑making International Code Council (ICC) Property Maintenance and Housing Inspector certification within six (6) months of hiring Property Standards Officer – Preferred Experience in code enforcement, property standards, rental housing or municipal government Experience in preparing legal documentation and testifying in court Equivalent combination of education, training and experience Senior Property Standards Officer – Required Minimum of three (3) years as a Property Standards Officer (progression not automatic) Proficiency in all PSO duties Ability to manage complex or politically sensitive cases Experience mentoring or training peers Senior Property Standards Officer – Preferred Experience drafting policy recommendations or regulatory updates Experience leading multi‑department enforcement initiatives Physical Requirements Frequent standing and walking over varied terrain in all weather conditions Frequent sitting while performing office duties and inspecting code violations while driving a city vehicle Frequent squatting, kneeling, arms overhead to inspect properties Frequent climbing, bending, twisting, reaching below shoulder level to view properties through fences and other objects Light grasp and fine manipulation daily; occasional firm grasp of tools Frequent stepping up/down and actuating mechanisms to enter/exit and operate vehicles safely Constant near/far visual and hearing acuity to communicate with the public and staff face‑to‑face or via phone Frequently enter properties interior and exterior for inspections Occasional lifting of up to 30 pounds from ground level to waist height; occasional carrying of 30 pounds for 50 feet; frequently pushing/pulling ten (10) pounds to remove ground‑posted signs Working Conditions Work is occasionally performed indoors and frequently outdoors with exposure to extreme temperatures, loud noise, dust, fumes, mist, chemicals and potentially hazardous environments; contact with the public may be in stressful and contentious situations. Required Materials And Equipment Must be able to operate standard officer equipment (multi‑line telephone, cellphone, two‑way radio, electronic devices, safety equipment, inspection tools, copiers, printers, digital cameras). Operate a city vehicle. Personal protective equipment includes gloves, safety glasses, goggles, coverall suits and a traffic safety vest. All officers are required to wear a city uniform.
