Permit Technician I

Summary Under general direction, performs paraprofessional and clerical work supporting the operations of the Building Division of the Community Development Department; processes building, plumbing, mechanical, electrical, and other permits as required. Provides permit-related information to internal and external customers and conducts research of permits, land use files, and supports Code Enforcement as directed. Essential Duties and Responsibilities Performs front desk operations, including intake and processing of construction plans, building permits, plumbing permits, electrical permits, contractor licenses, and associated fees; reviews business licenses, home occupation permits, bee licenses, and other assigned permits or licenses. Ensures customers understand the necessity of building codes, division processes, and procedures, and educates them whenever possible. Guides customers in successfully navigating the permit application and submittal process. Responds to requests from citizens, City staff, and the development/construction community regarding all phases of the permit application process. Provides research assistance for Cora requests, zoning verification letters, and historic file research for Code Compliance. Assists in the integration of paper files to digital files and maintains filing systems for the Community Development Department. Operates a variety of office equipment, including a computer, and inputs and retrieves data and text; organizes and maintains storage and filing. Manages the department website. Supports the Planning Department with duties associated with the Planning Administrative Assistant and Planning Technician positions as needed or directed. Qualifications and Requirements Strong English grammar, spelling, and usage. Proficiency in word processing, spreadsheet, and presentation software. Knowledge of office administrative and management practices, including record keeping, filing, and purchasing procedures. Experience preparing reports, presentations, records, and correspondence. Ability to organize, set priorities, and exercise independent judgment and personal initiative; works collaboratively with other staff. Advanced secretarial and administrative skills, including accurate filing and record keeping. Understanding of records management theories, methods, principles, and practices. Ability to interpret, apply, explain, and reach sound decisions in accordance with rules, regulations, agreements, policies, and procedures. Performs a variety of duties to relieve department/division staff of technical or routine administrative detail. Manages multiple tasks and activities simultaneously. Communicates clearly and concisely, both in writing and orally. Establishes and maintains effective working relationships with co‑workers, customers, volunteers, and citizens. Demonstrates effective internal and external customer service skills. Operates general office equipment, including a computer, printer, fax, and copier. Uses keyboard and word‑processing, spreadsheet, or other application software as required for the position. One (1) year of experience in a combination of construction‑related developmental field, customer service, computer, and clerical field. Possession of an International Code Council (ICC) permit technician certificate is desirable or the ability to obtain one within the first year of employment. Preferred Qualifications Knowledge of municipal government practices. Experience working with other support staff. High school diploma or GED. Training and/or education in a construction‑related field, data management, clerical, or accounting. Working Environment / Physical Activities Minimal physical effort typical of clerical work, with occasional lifting of light objects. Walking and standing as needed.
